“Die Zeit: I saw Herr Schleicher nodding in agreement when Herr Zoellner was sketching out his state’s new model for teacher training. However, Herr Zoellner, you’re only one of sixteen German state education ministers. In some of these states the new bachelor’s degree will take six semesters to acquire, and in other states four, with the master’s degree taking two or four semesters, depending on the bachelor’s degree. Some states want to use the bachelor degree curriculum in order to train the teacher in his or her main subject, and use then the master’s curriculum for the second subject. You want to use the bachelor’s degree to offer a basic education that would be appropriate for all types of German schools and then the master’s degree to qualify for actually teaching in one or more of these types of schools. On top of all that, some German states want to keep the current state teacher certification exam.
“Herr Schleicher, from your perspective in Paris, or at least from outside Germany, how do you see these developments?”

„Neue Lehrer braucht das Land“ – auch die TU-München? – 109
„Die Zeit: Ich sehe Herrn Schleicher zustimmend nicken, während Herr Zöllner das rheinland-pfälzische Modell der neuen Lehrerausbildung skizziert. Herr Zöllner, Sie sind aber nur einer von 16. In einigen Bundesländern soll der Bachelor sechs Semester dauern, in anderen vier, der Master entsprechend zwei oder vier. Die einen wollen den Bachelor verwenden, um das erste Fach des Lehrers zu vermitteln, den Master, um das zweite Fach zu vermitteln. Sie wollen den Bachelor nutzen, um eine Grundausbildung für alle Schularten zu machen, den Master, um eine Qualifizierung für verschiedene Schularten. Zu allem Überfluss wollen einige Länder auch noch beim Staatsexamen bleiben.
Herr Schleicher, aus Pariser Perspektive oder von außerhalb der deutschen Grenzen betrachtet, wie sehen Sie denn dieses Geschehen?“.

(Enja Riegel’s response continued:) “I’m also completely convinced of something else. If a young person likes to study history, for example, he or she may not be confident of finding work as a historian later. That person then studies to become a schoolteacher. According to our plan, a third of his or her studies is involved with children, with learning how to diagnose problems, and so forth. If that person does not become a teacher, then I think he or she also has some prospects for earning a living in the larger economy in Germany. Because we ought to understand one thing: the ability to develop and lead other people outside of the school environment will have a completely different value than it now has in this country. And a person who has a solid basic education in teaching and also understands something of an additional subject – history, in our example – will also be attractive to the larger German economy. That means that such a person does have prospects, and we have only to do something to bring them about.”

(Antwort fortgesetzt – Enja Riegel:) „Ich bin drittens der festen Überzeugung: Wenn es eben so ist, dass man nicht, weil man gerne Geschichte studiert, aber nicht sicher ist, dass man nachher einen Beruf kriegt, wenn man Diplom-Historiker wird, dass man dann Lehrer wird im Fach Geschichte, sondern wenn es so ist, wie wir es machen werden, dass ein Drittel Erziehungswissenschaften ist, dann ist klar, dass es die Hauptaufgabe sein wird, sich mit Kindern zu beschäftigen, Diagnosefähigkeit u.ä. zu vermitteln. Ich glaube, dass diese Menschen auch eine Perspektive in der Wirtschaft haben. Denn wir müssen ja eins sehen: Personalentwicklung und -führung außerhalb der Schule wird in dieser Gesellschaft einen ganz anderen Stellenwert bekommen. Und jemand, der eine solide Grundausbildung in Pädagogik hat und jetzt auch noch was von irgend einer Sache versteht, weil er zwei Fächer hat, wird er auch für die Wirtschaft attraktiv sein. Das heißt, es gibt eine Perspektive, wir müssen es nur tun“.

(Enja Riegel’s response continued:) “That means that the prospective teachers have to get some experience of teaching, whether they can cope with it or not.
“The free exchange of personnel with other professions is something we can get through the system of bachelor’s and master’s degrees (now being introduced into German universities). This system will allow for a more inclusive group of academic courses for prospective teachers. In this way, specific areas such as mathematics, for example, could form a small portion of the subjects studied by these individuals. Then, if the experience of practice teaching shows that they’re not suited for our profession, they could go on to get a master’s degree in some other area, in this case environmental studies or something similar.”

(Antwort fortgesetzt – Enja Riegel:) „Das heißt, die müssen diese Erfahrung machen, ob sie damit zurecht kommen oder nicht.
Die Durchlässigkeit kriegen wir auch hin über Bachelor und Master, wenn man nach dem Bachelor, der dann schulartübergreifend für alle Schularten sein wird, bis auf einen kleinen Anteil der fächerspezifisch gewählt werden kann in Mathematik oder ähnlichem schulartspezifisch, dann kann man eben nach dem Bachelor irgendwo einen Master machen in Umweltwissenschaften oder so, wenn man über die Praktika die Erfahrung hat, dass einem das nicht passt“.

(Enja Riegel’s response continued:) “Let me make one more comment about the apparent conflict between your points of view concerning flexibility and the right choice of professions, or the alternative of choosing another profession.
“I too am one of those who believes that people should think about their jobs, and what the future in those jobs is going to be like, and this question can of course be resolved. We’re doing just that, in fact, and we’ll go on doing it. Before the internships that are part of their studies, when they have to be in the schools, and also during the first two, three, four semesters when they’re actually doing the four- to six-week internships, you can judge better whether or not the teacher candidates are actually suited to teaching. You do that with an interview or a questionnaire. If they’re at all clever and if they really want to teach, then they’re going to tell you a lot when you ask them.”

(Antwort fortgesetzt – Enja Riegel:) „Lassen Sie mich noch eine Bemerkung zu dem scheinbaren Konflikt zwischen Ihnen beiden bezüglich der Flexibilität und der richtigen Auswahl, das heißt, den Alternativen mit anderen Berufen, machen.
Ich meine auch, man muss sich ja in meinem Job überlegen, ob das dann nachher geht. Das ist lösbar. Na machen wir eben. Wir werden das machen. Vor dem Studium orientierende Praktika, und wenn die eben mal in der Schule gewesen sein müssen, und während der ersten zwei, drei, vier Semester eben auch Praktika von vier und sechs Wochen, und da können Sie besser feststellen, ob die geeignet sind als durch ein Interview oder eine Befragung. Wenn die halbwegs clever sind und die wollen den Beruf, dann werden die einem viel erzählen beim Befragen“.

Das ist ein schwieriges Geschäft. Auch da müssen wir auf Überzeugung und Motivation setzen. Und die vielen, die bereit sind, wenn man ihnen die Freiräume gibt, es zu gehen, müssen wir aktivieren und da müssen wir gucken, wie wir mit denjenigen fertig werden, die es eben offensichtlich nicht wollen.“

“Juergen Zoellner: No, where more freedom is concerned, or more ‘space’ for teachers ‘to be themselves’, I certainly think it will work. But you can’t prescribe something like that from the top down. Because freedom is one of those things that people have to create for themselves. Only slavery can be forced. That means that teachers have to want that freedom. That requires a process. It also requires teachers to have more time in their schools if you want them to have more freedom to use their own individual approach when they’re teaching. Anyway, from my point of view, this is something that’s going to lead to schools being in session in Germany all day long, instead of only half a day, as they are now. That’s unavoidable if you want to have things like individual support.”

„Jürgen Zöllner: Ich glaube sicher, dass das geht. Sie können es aber nicht von oben verordnen. Denn Freiheit gehört zu den Dingen, die man sich nehmen muss. Nur zur Sklaverei kann man gezwungen werden. Das heißt, die Betroffenen müssen diese Freiheit wollen. Das ist wiederum ein Prozess. Dazu gehört sicher auch, das ist ja auch in diesen Fällen der Ansatz, dass Sie – wenn Sie mit Freiräumen der Selbstverwirklichung und Ihres individuellen Ansatzes als Lehrerin und Lehrer dann auch Ihren Unterricht in der Schule machen wollen – auch mehr Zeit in der Schule haben. Übrigens ist das ein Aspekt aus meiner Sicht, dass mittel- und langfristig die Tendenz zur Ganztagsschule sowieso unvermeidlich ist, um solche Angebote – individuelle Förderung und Ähnliches mehr – zu machen.“

“Die Zeit: Minister Zoellner, I understood Herr Schleicher to say that work has been intensifying in the teaching profession, as in many other professions, so that people will soon have to do much, much more. Herr Schleicher indicated that the problems we have to concern ourselves with will become more numerous. Is there in fact a realistic possibility that this process of work intensification can ever be turned around, even where teachers are concerned, so that they can be given more space to be themselves, so to speak? Can we expect there to be ‘more teaching positions’? But you said, ‘That won’t work’.”

„DIE ZEIT: Herr Minister Zöllner, ich habe das vorhin bei Herrn Schleicher so herausgehört, dass es ja wie in allen oder in vielen anderen Berufsfeldern eine Verdichtung des Arbeitsprozesses gibt, also dass wir in weniger Zeit eigentlich viel, viel mehr machen müssen, dass die Probleme, mit denen man sich beschäftigt, viel mehr werden, sich vervielfachen. Gibt es eigentlich realistische Möglichkeiten, dass man diesen Prozess der Verdichtung im Arbeitsprozess auch bei Lehrern umkehrt, dass man diese Freiräume mehr schafft? Heißt es dann möglicherweise ‚mehr Stellen?’ Und dann sagen Sie: ‚Geht nicht!’.“

(Enja Riegel’s response continued:) “What we need is a large network of support possibilities that can teachers can turn to. From my point of view, though, the whole thing will work only when we give serious thought to the question of what the real core of the teaching profession is, the core of everything that teachers today have to master. One of the elements of that core is certainly what can be called an ethos. In addition, there’s the element of the interest that teachers take in children. There is also a whole range of sensible professional skills that have to be thought through and understood in order to be able to solve problems in a way appropriate for various situations.”

(Antwort fortgesetzt – Enja Riegel:) „Hier brauchen wir ein dichtes Netz von Unterstützungsmöglichkeiten, die angefordert werden können. Aber das Ganze funktioniert aus meiner Sicht wirklich nur, wenn wir uns ernsthaft darüber Gedanken machen, was der professionelle Kern ist, über den Lehrkräfte heutzutage verfügen müssen. Dazu gehört sicherlich so was wie ein Ethos. Dazu gehört sicher auch der Punkt, dass man Interesse hat an Kindern. Aber dazu gehört auch eine ganze Menge an vernünftigem Handwerk, das man durchdacht und verstanden hat, um Probleme situationsgerecht lösen zu können“.
