(Andreas Schleicher’s response continued:) “I don’t really come from Paris, in a sense. I come from the OECD, and I see things from the perhaps limited viewpoint of the economy. But it’s important to remember that in our modern economy, a company would ask itself how the potential that’s in the minds of these teachers can really be used. There is in fact no company that has access to so many people with the kind of excellent education that these teachers have – three levels of education, including their long period of training and university. How can all this potential be used? Certainly not by putting them to work in a classroom where they become lone warriors.”

(Antwort fortgesetzt – Andreas Schleicher:) „Ich komme ja nicht aus Paris, sondern aus der OECD. Vielleicht ist unser Blick jetzt aus der Wirtschaft zu sehr verengt. Aber auch hier wieder sagt sich ein modernes Unternehmen, wie kann ich das Potenzial, das in den Köpfen dieser Menschen steckt, nutzen. Es gibt kein Unternehmen, das auf einen so guten Ausbildungsstand, wie den Lehrerberuf, zurückgreifen kann. Da hat jeder eine tertiäre Ausbildung, Universitätsausbildung, lange Ausbildung. Wie kann man dieses Potenzial nutzen? Das ist nicht geschafft, wenn wir die Lehrer als Einzelkämpfer in der Klasse arbeiten lassen.“

Transparenz – was ist der Lehrerberuf überhaupt – steht an erster Stelle. Und da muss man sich überlegen, wie kann man das in den Schulen heute, und zwar mit den jetzigen Lehrern, nicht denen, die morgen anfangen zu studieren, wie kann man das heute mit den Lehrer, die heute dort arbeiten, umsetzen?“

(Andreas Schleicher’s response continued:) “In the first place, the most important question is: what do we expect of a teacher in Germany? What sort of competence and abilities does a teacher have to have? Basically, Frau Riegel described that well. The questions are: how can a teacher deal with the increasing differences among students? How can a teacher individualize the learning process? How can a teacher pass on competence and abilities that go beyond the limits of the subject being taught? These answers represent an image of the teacher that we have to clearly define. We have to communicate that image. We have to make it a reality.”

(Antwort fortgesetzt – Andreas Schleicher:) „An erster Stelle muss darüber stehen: Was erwarten wir von einem Lehrer? Was sind die Kompetenzen, die ein Lehrer heute einbringen muss? Frau Riegel hat das im Grunde gut beschrieben. Die Frage, wie kann ein Lehrer mit der größer werdenden Verschiedenheit umgehen? Wie kann er Lernen individualisieren? Wie kann er fächerübergreifende Kompetenzen vermitteln. Ich denke, dieses Bild müssen wir definieren. Das müssen wir vermitteln. Das müssen wir umsetzen.“

“Andreas Schleicher: I think it’s a mistake to reduce the whole problem to one of teacher training. For centuries Germany has been the world champion in the export of concepts related to teaching and education. However, you have to ask yourself sometimes why these things are implemented in Finland, in Japan, in Canada, but they don’t work in Germany. I think at this point we come back to the question of teaching as an occupation.”

„DIE ZEIT: Herr Schleicher, wie ist der Blick aus Paris nach Deutschland auf die Diskussion?
Andreas Schleicher: Ich glaube, es ist ein Fehler, wenn wir die Problematik auf die Ausbildung allein reduzieren. Ich denke, seit Jahrhunderten ist Deutschland Exportweltmeister in pädagogischen Konzepten. Man muss sich doch aber irgendwann mal fragen, warum wird das in Finnland, in Japan, in Kanada realisiert, warum funktioniert das in Deutschland nicht? Ich glaube, da kommen wir wieder auf das Berufsfeld des Lehrers.“

”Juergen Zoellner: I have to say that that was a prime example of the problem in Germany – gray theory that cannot be put into practice. The reason is this: if we both agree that good teacher education means exposure to the classroom even during university studies – in other words, making this exposure obligatory from the first semester on – then you can’t send a huge number of these teacher candidates into just a few schools, because then they wouldn’t be schools any longer. Instead, in the end, you have to make all schools into teacher training institutions. Otherwise there won’t be enough schools to send teacher candidates to, in the first phase of their education. You’re right in what you say, but your plan can’t be final. If we take all teacher candidates into all the schools, that’ll make the classroom training more difficult, but the plan will work only if all schools participate.”

„Jürgen Zöllner: Jetzt sage ich Ihnen: Das war ein schönes Beispiel. Das ist graue Theorie und kann in der Praxis nicht realisiert werden. Denn gerade, wenn wir beide uns einig sind, dass eine vernünftige Ausbildung nur durch Praxisbezug auch des Hochschulstudiums stattfinden kann, also ab dem ersten Semester verbindliche Praktika in den Schulen, können Sie die große Anzahl von Studenten, die Sie dann in Schulen schicken wollen, nicht in wenige Schulen schicken, weil das nicht mehr Schule sein wird. Sondern dann müssen Sie alle Schulen letzten Endes auch zu Ausbildungsschulen machen. Denn sonst können Sie den Anspruch in der ersten Phase nicht erfüllen. So Recht Sie haben, aber das ist das Schöne im Leben, man muss es nachher auch machen. Es wird schwieriger werden, wenn wir alle nehmen, aber es geht nur, wenn alle sich beteiligen.“

(Enja Riegel’s response continued:) ”Everything that students and teachers need to learn in order to be successful will eventually stabilize – and we want that to happen especially in the case of new young teachers. After that, the second phase – the period of practical training – absolutely must take place in schools specifically selected for that purpose. These have to be really model institutions and they must apply to be accepted as places where teachers are trained. This training should occur along the lines I’ve already described: teachers working in teams and the young teacher being a part of the team right from the beginning. He or she might even have a mentor. It could be something like the journeyman-apprentice relationship we have among the trades in Germany. The apprentice teacher would learn his or her profession properly and would not be constantly falling back on the oppressive role models that the obsolete type of schools provide, role models offered by the teachers produced by that system.
“Without something like that, I don’t think even the most beautiful model, such as the one created in the Rhineland-Palatinate, can be successfully implemented all over Germany.”

(Antwort fortgesetzt – Enja Riegel:) “Wenn das, was die Studenten oder – was wir wollen – die neuen jungen Lehrer lernen sollen, sich stabilisieren soll, müsste unbedingt die zweite, die praktische Phase in ausgewählten Schulen stattfinden, nämlich in Schulen, die regelrechte Modelleinrichtungen sind und sich bewerben müssen, um Lehrer auszubilden. Dann, denke ich mal, müssten das Schulen sein, wie ich vorhin geschildert habe, wo Lehrer im Team arbeiten, wo der junge Lehrer von Anfang an mit einem Team mitgeht, wo er vielleicht einen Mentor hat. Das könnte auch so etwas wie ein Handwerker-Lehrlings-Verhältnis sein, wo er sein Handwerk richtig lernt und nicht ständig durch das erdrückende Vorbild der veralteten Schule zurückfällt in das, was er früher mal selbst erfahren hat.
Ohne so etwas, glaube ich nicht, dass auch das schönste Modell in Rhein-Pfalz flächendeckend klappen wird.“

(Manfred Prenzel’s response continued:) “Finally, I want to mention one more point that seems important to me, and that is that in Germany we should introduce a very comprehensive evaluation system that will apply both to the universities and to seminars for future teachers preparing for their state exams. I think that all these great efforts we’re making, and all these fantastic ideas, can lead to something only if we have a meaningful evaluation system. That means that our colleagues in the universities and training centers must have the quality of their teaching reported somehow. If they measure up to a certain standard, they’ll be rewarded, and they’ll be penalized if they don’t.”

(Antwort fortgesetzt – Manfred Prenzel:) „Ein dritter Punkt, der mir sehr wichtig ist, dass wir ein sehr massives Evaluationssystem einführen, dass gerade auch für die Universitäten und auch für die Studienseminare gilt. Ich glaube, dass all die schönen Anstrengungen, die wir machen, und diese schönen Vorstellungen nur dann in die Tat umgesetzt werden, wenn wir Evaluation mit Konsequenzen haben. Das heißt, dass auch die Kolleginnen und Kollegen an den Universitäten oder in der Referendariatsausbildung, wenn sie die Qualität der Ausbildung für die Lehrkräfte nicht erreichen, das auch in irgendeiner Form zurückgemeldet bekommen, möglicherweise auch mit irgendwelchen Formen von Anreizen oder Sanktionen.“

(Manfred Prenzel’s response continued:) “And another thing: there’s the question of the place where teacher education actually takes place. I’m afraid that teacher education doesn’t have a real home at German universities. There’s no one there who feels responsible for it. In this regard, other traditional institutions in Germany such as the colleges and universities organized specifically for teacher education are in a more advantageous situation, when it comes to training teachers. But that alone isn’t enough, what we need is a well-constructed, scholarly funding program that is tailored to the needs of the teaching profession.”

(Antwort fortgesetzt – Manfred Prenzel:) „Ein zweiter Punkt hat ein bisschen mit der Frage des Ortes der Lehrerbildung zu tun. Ich fürchte, dass an deutschen Universitäten die Lehrerbildung keine Heimat hatte. Die Lehrkräfte sind überall. Es gibt keinen, der sich für sie zuständig fühlt. Das ist natürlich der Punkt, wo traditionelle andere Einrichtungen, die Pädagogischen Hochschulen und die Fachhochschulen, einen ein bisschen besseren Stand haben. Aber das allein ist es nicht. Was wir eben auch brauchen, ist eine qualifizierte wissenschaftliche Fundierung, die berufsfeldbezogen ist.“
