“ ‘Phenomenal’ is the word that Hess uses to describe the number of government authorities that have to make a decision about his business ideas: the Federal Transport Ministry, the Federal Water and Shipping Administration, the Water and Shipping Department of the City of Berlin, not to mention the Berlin Senate Water Authority.
In his years of contact with officialdom, Hess has had to deal with compound names and terms that sound impressive even to other Germans, all of whom grow up accustomed to words such as the ‘Rheinschifffahrtsuntersuchungskommission’ (Commission for the Examination of Shipping on the Rhine), or the ‘Sportbootvermietungsverordnung’ (Regulation Governing the Rental of Boats Used for Sport).
The only problem is that Hess’s plans for a water taxi business in Berlin are, so to speak, still sitting high and dry.”

„ ,Phänomenal’ findet Heß schon die Anzahl der Behörden, die über seine Idee entscheiden: das Bundesverkehrsministerium, die Wasser- und Schifffahrtsdirektion des Bundes, das Wasser- und Schifffahrtsamt der Stadt Berlin und nicht zu vergessen die Wasserbehörde der Senatsverwaltung. In langjährigem Ämter-Kontakt musste sich Heß mit Begriffen wie Rheinschifffahrtsuntersuchungskommission oder Sportbootvermietungsverordnung auseinandersetzen – nur seine Taxi-Pläne liegen immer noch auf dem Trockenen.“
