“The crux of Hess’s problem is that the Spree is classified as a German federal waterway, and falls under the ‘Binnenschiffs-Untersuchungsordnung’ or Inland Shipping Examination Order, known by its German abbreviation, BinSchUO. According to the order, for the kind of public water transport Hess wants to offer, a deck hand must be on board, in addition to the captain. By interpreting the regulation that way, the bureaucrats are putting Hess’s little water taxi into the same category as a large river excursion boat. To Hess, it seems absurd and makes no business sense to have a two-man crew on a tiny vessel that carries a maximum of only ten passengers.”

„Kern seiner Probleme: Die Spree ist eine Bundes-Wasserstraße, damit gilt die Binnenschiffs-Untersuchungsordnung, kurz BinSchUO. Die sieht bei Personenverkehr vor, dass zusätzlich zum Kapitän ein Decksmann mitfahren muss. Heß´ Wasserdroschke würde somit großen Ausflugsdampfern gleich gesetzt. Zwei Mann Besatzung bei höchstens zehn Passagieren – das erscheint Heß widersinnig und hätte sich wirtschaftlich auch nicht gelohnt.“
