Revenge of the German Bureaucrats (Naturally Not at the Technical University of Munich) – 7
“It is precisely this principle of mobility that is one of the main achievements of the EU conference at Bologna. Kohler and his colleagues are responsible for maintaining those achievements. This council of professors, politicians, and various professionals was set up in Bologna in order to authorize certain agencies to carry out the work of accreditation. The council is the chief guardian, so to speak, of all accrediting bodies in Germany – and the chief guardian of course credits themselves. The council makes it possible to plan a course of study and to divide it into manageable units. In this way it enables students to transfer from one university to another. It also limits a possible arbitrariy giving of credit for courses completed abroad, and it restrains any tendency to exaggerate the work requirements of a given course or department.”

„Ebenjene Mobilität ist eine der Haupterrungenschaften von Bologna, über die Kohler und seine Kollegen wachen. Von der Hochschulrektorenkonferenz eingesetzt, bevollmächtigt der Rat aus Professoren, Politikern und Berufspraktikern die Akkreditierungsagenturen, ist sozusagen Oberhüter des deutschen Akkreditierungswesens – und der Credits. Denn erst die machen das Studium planbarer, teilen es in überschaubare Einheiten ein und erleichtern so den Wechsel zwischen den Hochschulen. Der Willkür bei der Anerkennung von im Ausland erbrachten Leistungen sind so ebenso Grenzen gesetzt wie den Versuchen, den Arbeitsaufwand in einzelnen Seminaren auf einsame Spitzen zu treiben.“
