The Thai government has issued a compulsory license for production of a generic version of an Aids drug. Abbot Labs has threatened reprisal. In the aftermath of 9/11, when 6 people had died of Anthrax, the Bush Administration proposed to issue a compulsory license for parallel importing of Cipro. The Aids toll is a bit higher.
