The two committees inquiring into compensation for victims of the 1984 anti-Sikh pogroms submitted their reports to Union Home Secretary VK Duggal on October 29. The committees are headed by Special Secretary KP Singh and Secretary (Border Management) DK Sankaran. Their report recommends about Rs 1,000 crore of additional compensation.

Specifically,
they recommended compensation of Rs 350 crore to Rs 400 crore to the
families of victims killed in the violence. The remaining Rs 600 crore
will go towards compensation for families who lost their home or
business. The report also recommends equal compensation to families
affected by the pogroms across different states, and additional
compensation to the approximately 32,000 Sikh families who had to move
to Punjab after the massacres.

The
two reports are expected to be implemented by the Centre before winter
session of Parliament, which is likely to begin on November 23.

According
to sources from the Home Ministry, the central and the state
governments will work together to implement the recommendations. If any
state governments lack enough resources
to pay the compensation, the central
government will contribute.

Sources
also stated that the government would soon come out with a communal
harmony bill, which would require that states adequately compensate
victims of communal violence and that victims recover compensation from
perpetrators of violence.
