This Dec 14, 2003 article from Indian Express describes the cases of people who have attempted to speak up against corruption and human rights violations in India.  The second case discussed is of Jaswant Singh Khalra:

CBI investigations led to the filing of Bihar’s first POTA case. To date, only two of the 23 accused are in custody.


That is one more serious accused than has been picked up in connection with the 1995 disappearance of Jaswant Singh Khalra. ‘Disappearance’, because till today, his fate remains unknown. But his family gave up hope almost five years ago — hope they had been clinging on to ever since that day in January 1995, when Khalra, a human rights activist, called a press conference to allege that the Punjab Police had killed and cremated as unclaimed 2,000 people in the past 10 years in Amritsar alone.
