“Hess waited, while continuing his struggle. Then finally, after two years, the ‘Guideline Number 3 for the Central Authority of the Commission for Examining Shipping and the Bureau of Standards for Shipping, according to paragraph 13, section 1, subsection 2 and paragraph 62, section 2, subsections 1 and 2 of the Inland Shipping Examination Order is issued. Hess is now allowed to operate his ‘Spree Taxi’ without an additional crew member. It sounds like Hess has been successful, but when he reads the fine print, he realizes that his odyssey through the bureaucracy is far from over.”

„Heß wartet und kämpft weiter. Noch mal zwei Jahre später dann der Erlass der ‚Richtlinie Nr. 3 an die Zentralstelle Schiffsuntersuchungskommission/ Schiffseichamt nach § 13 Abs. 1 Satz 2 und § 62 Abs. 2 Satz 1 und 2 der Binnenschiffs- Untersuchungsordnung’: Hess darf nun das ‚Spree-Cab’ ohne zusätzliches Personal an Bord betreiben. Klingt nach einem Erfolg für Heß, aber bei der Lektüre des Kleingedruckten merkt er, dass seine Odyssee durch die Ämter noch lange nicht vorbei ist.“
