Bureaucrats: “Germany’s Darlings – and at the Technical University of Munich? – 8

“Hess still has some conditions to fulfil: his water taxis can operate only if the weather is good and there are two fire extinguishers on board. Fine, he thinks that’s reasonable. There are some other requirements, though, that make no sense to him: both anchors for the taxi must weigh between twenty and twenty-five kilograms (between forty-four and fifty-five pounds) and each must be connected to a chain that is thirty meters (ninety-eight feet) long. A small water taxi would sink under the weight of such equipment. In addition, no government office has yet been able to explain to Hess exactly what a ‘modified C-2 captain’s certificate’ is, something the authorities are also requiring him to have, as the operator of a water taxi. There is a decree that covers this certificate, says the government, but Hess has not yet been allowed to see it.”

Bürokraten: die Lieblinge Deutschlands – und an der Technische Universität München? – 8
