„Das Vereinbarungsmodell wäre da rechtssicherer. Doch wirkliche Freiheit für die Hochschulen kostet Geld. Oder Studienplätze. Kein Wunder, dass sich die Kapazitätsverordnung in ihrer ganzen Monstrosität so lange hat halten können. Hinter ihren Formeln konnten sich die Wissenschaftsminister hervorragend verstecken. Damit immerhin ist es jetzt vorbei.“
