“The contradiction between talk of reform on the one hand, and a shorter leash for the universities on the other, will probably remain. This is true even if the various state education ministers get serious and actually do manage to bury the Capacity Edict, which is what a majority of them say they want to do. The problem is that even though the two most widely discussed future administrative models for German universities may sound modern, they in fact will basically force those universities to go on managing shortages and defects instead of being allowed to improve the quality of the education they provide.”

„Der Gegensatz zwischen Reformrhetorik einerseits und verschärftem Leinenzwang für die Hochschulen andererseits dürfte selbst dann erhalten bleiben, wenn die Wissenschaftsminister ernst machen und die KapVO beerdigen – wofür sich mittlerweile die Mehrheit von ihnen ausspricht. Denn die zwei derzeit diskutierten Nachfolgemodelle mögen moderner klingen, im Kern zwingen sie die Hochschulen weiter zur Verwaltung des Mangels, anstatt ihnen die Möglichkeit zur Profilbildung einzuräumen.“
