“Thus a situation arises where there is a unique combination of two kinds of glowing oratory, ambitious but contradictory. Politicians remind the universities they must be independent and must strive for excellence. At the same time, official reports dictate “curricular norms” that the universities must follow because of currently limited resources. Joerg Draeger, the Hamburg senator for economic affairs admits, ‘There is a conflict of interests.’ Lutz Stratmann, the Minister for Economic Affairs in Lower Saxony says, ‘Of course we can’t simply annul the Capacity Edict. We have to replace it with something’.”

„So kommt es zu einer einzigartigen Kombination ambitionierter Sonntagsreden, in denen Politiker die Unabhängigkeit und Profilbildung der Hochschulen anmahnen mit Fachreferaten, in denen sie Hochschulen Curricular-Normwerte diktieren, die die Mangelwirtschaft der Gegenwart zementieren. »Es gibt da einen Interessenkonflikt«, räumt Dräger ein, und der niedersächsische Wissenschaftsminister Lutz Stratmann (CDU) sagt: »Natürlich können wir die KapVO nicht einfach ersatzlos streichen. Wir müssen etwas an ihre Stelle setzen.«“
