“An Attack on German University Policy” – but at the Technical University of Munich? – 14
“At first, there does not seem to be much to complain about in the present situation. Research activities are similar to a living organism, and like all living organisms they tend simply to expand and multiply. However, one would be misjudging the situation if one were to take the amount of outside financing at a university as an indication of the quality or excellence of that institution and then reward it accordingly. Munch argues for an allocation of German government funding on the basis of what an institution publishes, instead of on the basis of how much outside private financing it can attract.”
