“An Attack on German University Policy” – but at the Technical University of Munich? – 6
“Munch’s approach is clear from the figures quoted in an earlier paragraph. His method differs from the usual ranking procedure, whereby professors receive funding and their universities are rewarded accordingly, either with higher status or additional financing. As indicated, Munch divides the total amount of grants by the number of all scientists and researchers involved. He believes that this procedure provides a fairer and more accurate picture. He also feels it reflects the fact that all the individuals working for a professor have an interest in supporting him or her with funding applications, if only to insure their own continued employment.”

„Richard Münch attackiert die gegenwärtige Hochschulpolitik“– aber an der Technischen Universität München? – 6
„In dem oben angeführten Zitat wird der rechnerische Haupthebel des Münchschen Ansatzes deutlich. Während das übliche Ranking-Verfahren Drittmittel auf Antragsteller, also Professoren bezieht, und danach Universitäten mit symbolischem und finanziellem Kapital belohnt, rechnet Münch mit einer Mittel-pro-Wissenschaftler-Ratio. Dieser Ansatz wird der Mechanik der Forschungsmittelanwerbung gerechter, denn es ist einfach so, dass mehr Mitarbeiter ihre Professoren besser bei Neuanträgen unterstützen können und selbst daran interessiert sind, dass zusätzliche Gelder ihre Weiteranstellung sichern.”
