Bureaucratic Theater of the Absurd – Even in Munich or at the Technical University of Munich? – 15
”Peter-Burkhard Maassen, deputy supervisor of the labor office in Viersen: ‘In practice, that kind of proof need not be presented, because, if you think about it, getting such proof would require an enormous effort, and in the final objective analysis, it couldn’t be gotten at all.’
“JOURNALIST: ‘Aha! So in this case, besides sloppy work, we have bureaucratic arbitrariness. And in addition, to this day, Claudia Wassmann has not had a single job offer mediated by the labor office – except for the job as a kitchen helper. On the other hand, Dr. Wassmann herself found and applied for twenty-six positions and has had nine interviews, both in Germany and in other countries. Her chances, therefore, of finding a suitable position are quite good. Not because of the German labor office, but in spite of it. What the labor office did was simply to make life difficult for Dr. Wassmann, while at the same time impeding her attempts to apply for work suited to her qualifications’.”
(Note: It is perhaps useful to point out to Americans that the reason Dr. Wassmann registered with the labor office in the first place was to try to take advantage of Germany’s relatively generous social welfare benefits while she looked for a position as a research scientist or physician. This is fairly normal procedure in Germany. Unlike what would happen in the United States under similar circumstances, few German professionals in Dr. Wassmann’s situation would hesitate to register as she did.)

„Peter-Burkhard Maaßen, Stellvertretender Geschäftsführer ARGE Kreis Viersen: ‚Der Nachweis ist in der Praxis wirklich nicht zu führen. Denn, wenn man das mal zuende denkt, mit enormen Aufwand verbunden wäre, der auch letztendlich objektiv gar nicht leistbar ist.’
Aha! Zur Schlamperei gesellt sich also noch Bürokratenwillkür. Dazu bis heute kein einziges Stellenangebot von der ARGE – außer eben der Küchenhilfe. Claudia Wassmann dagegen hat neun Vorstellungsgespräche im In- und Ausland geführt, sich auf 26 Stellen beworben. Ihre Chancen stehen deshalb sehr gut. Nicht wegen, sondern trotz ARGE. Die macht Claudia Wassmann nur das Leben und bewerben schwer.“
