{"id":2213,"date":"2010-04-19T20:51:39","date_gmt":"2010-04-20T03:51:39","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/yulelog\/?p=2213"},"modified":"2010-04-19T20:51:39","modified_gmt":"2010-04-20T03:51:39","slug":"wishing-local-government-had-an-opposable-mind","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/yulelog\/2010\/04\/19\/wishing-local-government-had-an-opposable-mind\/","title":{"rendered":"Wishing local government had an opposable mind"},"content":{"rendered":"<p>I&#8217;m reading <a href=\"http:\/\/www.rotman.utoronto.ca\/rogermartin\/\">Roger Martin<\/a>&#8216;s book, <a href=\"http:\/\/www.amazon.com\/Opposable-Mind-Winning-Integrative-Thinking\/dp\/1422139778\/ref=sr_1_1?ie=UTF8&amp;s=books&amp;qid=1271732561&amp;sr=8-1\">The Opposable Mind<\/a>, and came across the following paragraph this morning. It stopped me in my tracks because it made clear what&#8217;s wrong with the way thinking typically goes in government (and I&#8217;m referring both to the politicians <em>and<\/em> the bureaucrats \/ managers). <img loading=\"lazy\" decoding=\"async\" class=\"alignright\" style=\"border: 12px solid white\" title=\"opposable mind ball\" src=\"http:\/\/images.businessweek.com\/ss\/07\/11\/1115_in_short\/image\/ball.jpg\" alt=\"\" width=\"189\" height=\"147\" \/><\/p>\n<p>The paragraph describes the differences between conventional thinking and what Martin calls integrative thinking:<\/p>\n<blockquote><p>The two types of thinking [<em>integrative<\/em> versus <em>conventional<\/em> thinking] are diametrically opposed, and so are the outcomes they generate. Integrative thinking produces possibilities, solutions, and new ideas. It creates a sense of limitless possibility. <span style=\"text-decoration: underline\">Conventional thinking hides potential solutions in places they can&#8217;t be found and fosters the illusion that no creative solution is possible.<\/span> <span style=\"text-decoration: underline\">With integrative thinking, aspirations rise over time.<\/span> Conventional thinking is a self-reinforcing lesson that life is about accepting unattractive and unpleasant trade-offs. It erodes aspiration. Fundamentally, the conventional thinker prefers to accept the world as it is. The integrative thinker welcomes the challenge of shaping the world for the better. (p.48, emphases added)<\/p><\/blockquote>\n<p>That description of conventional thinking absolutely nails what you can see happening in municipal government.<\/p>\n<p>In Victoria BC, conventional thinking shows itself in the city&#8217;s approach to development as well as the <a href=\"http:\/\/johnsonstreetbridge.org\/\">Johnson Street Bridge<\/a>.<\/p>\n<p><a href=\"http:\/\/blogs.law.harvard.edu\/yulelog\/2009\/06\/27\/keeping-the-johnson-street-bridge\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" style=\"border: 10px solid white\" title=\"johnson street bridge\" src=\"http:\/\/i146.photobucket.com\/albums\/r277\/gumgum123\/IMG_1323.jpg\" alt=\"\" width=\"133\" height=\"100\" \/><\/a><\/p>\n<p>I&#8217;ve said from the very beginning that the city&#8217;s plans to demolish the historic Johnson Street Bridge and replace it with a new structure showed a colossal failure of imagination. It&#8217;s also a blatant manifestation of conventional thinking.<\/p>\n<p>There are far too many examples of conventional approaches in government. Because of market pressures, businesses have to reform themselves &#8211; or go under. By the same token, it&#8217;s crazy to allow conventional thinking to continue unchallenged in government. Cities (and municipal governments) need to show imagination, and integrative thinking. If they don&#8217;t, they will stagnate. Surely the lessons of integrative thinking can be deployed in public service, if nurtured by civic leaders.
