{"id":152,"date":"2006-09-27T17:29:14","date_gmt":"2006-09-27T21:29:14","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/shlep\/2006\/09\/27\/new-fangled-self-help-videoconferencing"},"modified":"2006-11-03T14:40:23","modified_gmt":"2006-11-03T18:40:23","slug":"new-fangled-self-help-videoconferencing","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/shlep\/2006\/09\/27\/new-fangled-self-help-videoconferencing\/","title":{"rendered":"(new-fangled) self-help videoconferencing"},"content":{"rendered":"<p>[in <em>pre-launch<\/em> status, as we <a href=\"http:\/\/blogs.law.harvard.edu\/shlep\/2006\/09\/01\/wanted-co-editors-for-self-help-law-weblog\/\">search for a <em>shlep<\/em> team<\/a>\u00a0&#8212; can you contribute?]<\/p>\n<p>In <a href=\"http:\/\/www.nytimes.com\/2006\/09\/27\/nyregion\/27courts.html?ei=5090&amp;en=e10d926797862d90&amp;ex=1317009600&amp;partner=rssuserland&amp;emc=rss&amp;pagewanted=all\">Part III<\/a> of its <em>Broken Bench<\/em> series on New York State&#8217;s &#8220;justice courts&#8221; (see our <a href=\"http:\/\/blogs.law.harvard.edu\/shlep\/2006\/09\/25\/second-class-justice-in-nys-justice-courts\/\">prior post<\/a>),\u00a0the <em>New York Times<\/em> describes today\u00a0how old-fashioned\u00a0parochial politics have prevented reform that\u00a0would bring better justice to those appearing in town and village courts across the state.\u00a0 \u00a0(<em>NYT<\/em>, &#8220;<a href=\"http:\/\/www.nytimes.com\/2006\/09\/27\/nyregion\/27courts.html?ei=5090&amp;en=e10d926797862d90&amp;ex=1317009600&amp;partner=rssuserland&amp;emc=rss&amp;pagewanted=all\">How a Reviled Court System Has Outlasted Critics<\/a>,&#8221; Sept. 27, 2006)<\/p>\n<p>I&#8217;m happy to counteract that news by pointing to two\u00a0states that\u00a0are using new-fangled<strong>*<\/strong> videoconferencing programs to help bring the benefits of self-help assistance to populations in small towns and rural areas that do not yet have, or might never warrant, their own fully-staffed and equipped\u00a0self-help center.<\/p>\n<p><!--more--><\/p>\n<ul>\n<li>The <a href=\"http:\/\/www.mtselfhelplaw.org\/index.cfm?pagename=homepage\"><strong>Montana Self-Help\u00a0Law Project<\/strong><\/a>\u00a0now offers quarterly classes on preparing and filing your own uncontested divorce and\/or parenting plan.\u00a0 The classes are mainly offered via <a href=\"http:\/\/www.mtselfhelplaw.org\/RTF1.cfm?pagename=Self-Help%20Law%20Classes\">video conferencing<\/a>, and are held in Custer, Dawson,\u00a0Fergus, Flathead, Musselshell, Richland, Stillwater, Treasure, Valley and Wheatland counties.<\/li>\n<li><a href=\"http:\/\/www.courtinfo.ca.gov\/programs\/innovations\/accpubserv-9.htm\"><strong>The Self Help Assistance and Referral Program (SHARP)<\/strong><\/a>\u00a0in California serves self-represented litigants in three rural counties via videoconferencing workshops. &#8220;The centers offer procedural help with certain legal issues, as well as self-help resources and computers.\u00a0 SHARP&#8217;s managing attorney conducts topical workshops by videoconference so that clients at all of the centers can participate simultaneously.&#8221;\u00a0 In 2003, the Program served 7,000 litigants in Butte (<a href=\"http:\/\/www.buttecourt.ca.gov\/departments\/self_help\/sharp.htm\">lead court<\/a>), <a href=\"http:\/\/www.glenncourt.ca.gov\/index.html\">Glenn<\/a>, and <a href=\"http:\/\/www.courtinfo.ca.gov\/selfhelp\/lowcost\/tehama.htm\">Tehama<\/a>\u00a0counties.\u00a0 It won the\u00a0prestigious Kleps technology awards (2003 &#8211; 2005).
