Last week, in one of the spur of the moment ideas in the morning press conference, the President criticized a Twitter executive in Mexico and announced that he was going to create a new social network of the Fourth Transformation (as he calls his government). This would serve to bypass the “censorship” imposed on him by social networks and thus he could speak directly with the people<\/a>. Immediately, some opportunists announced that they would help the government in its creation, sympathetic politicians in Congress made statements and a network of manipulated accounts on Twitter made it a trending topic, lynching the aforementioned Twitter executive and pushing the narrative that this social network is affiliated to the PAN, an opposition party.<\/p>\n

Thus began one more of the examples of the operation of the machinery that begins with an idea of \u200b\u200bthe moment in the morning, continues with the support or ideological contortions of politicians or affiliated commentators to, later, become propaganda or attacks against a person, system or institution. The process begins with statements by the President and ends, generally (or continues for a few days), in the newspapers, written media and social networks. The same system is used for the purposes of creating legislation or public policies and, as in the case of Twitter, it even crosses between media and legislative issues. It is an autocratic discipline where the other members of the system wait for the President\u2019s diving word.<\/p>\n

The old adage of the Republican system of separation of powers would say that the President proposes and Congress disposes. In turn, the Judiciary interprets. The President proposes legislation and Congress analyzes, debates and, where appropriate, approves (or rejects). However, in the current system, and before an Executive that has all the political marbles (including the President of the Supreme Court), he proposes and the others agree. In the case of the aforementioned social networks or pressing issues such as the authorization of the sale of vaccines for covid-19 to the states and municipalities, the President, proactively, disposes according to his will only, even contravening what was previously indicated in a lower echelon of the system\u2019s hierarchy. When this happens, officials make argumentative contortions to comply with the President\u2019s will.<\/p>\n

That is why this week, with the plenary meeting of the members in the Congress of the President’s party, it was decided, coincidentally, by Senator Ricardo Monreal and others, that now social networks will be regulated<\/a>. What will that legislation say or how do they intend to implement it? It does not matter for the purposes of the system as the President has already ordered it and his wishes must be fulfilled. On the vaccines for covid issue, it does not matter that Hugo L\u00f3pez-Gatell, the Undersecretary of Health and the Covid tsar, has indicated that states and municipalities would not be allowed to acquire them; the President, the next day, contradicted him.<\/p>\n

The problem with this system is that it depends exclusively on the will of an individual who does not necessarily have all the technical or political tools on any given issue. In the evolution toward modern a public administration, a division of labor was designed to alleviate this burden. However, we are returning to the system of a single individual who is the creator and mover of his own system.<\/p>\n

La semana pasada, en una de las ocurrencias del momento en la conferencia de prensa ma\u00f1anera, el Presidente critic\u00f3 a un directivo de Twitter en M\u00e9xico y anunci\u00f3 que iba a crear una nueva red social de la Cuarta Transformaci\u00f3n. \u00c9sta servir\u00eda para saltar la \u201ccensura\u201d que le imponen las redes sociales y as\u00ed podr\u00eda hablar directamente con el pueblo<\/a>. De inmediato, algunos oportunistas anunciaron que socorrer\u00edan al gobierno en su creaci\u00f3n, los pol\u00edticos simpatizantes en el Congreso hicieron declaraciones y una red de cuentas manipuladas en Twitter hizo tendencia el tema, linchando al citado directivo de Twitter y diciendo que esta red es panista.<\/p>\n

As\u00ed empez\u00f3 uno m\u00e1s de los ejemplos del funcionamiento de la maquinaria que inicia con la idea del momento en la ma\u00f1anera, sigue con el respaldo o las contorsiones ideol\u00f3gicas de pol\u00edticos o comentaristas afiliados para, posteriormente, convertirse en propaganda o ataques en contra de una persona, sistema o instituci\u00f3n. El proceso empieza con declaraciones del Presidente y termina, generalmente (o se sigue alimentando por algunos d\u00edas), en los diarios, medios escritos y redes sociales. El mismo sistema se usa para efectos de crear legislaci\u00f3n o pol\u00edticas p\u00fablicas e, incluso, como en el caso de Twitter, se cruza entre temas medi\u00e1ticos y legislativos. Es una disciplina autocr\u00e1tica en donde los dem\u00e1s miembros del sistema esperan la palabra del Presidente.<\/p>\n

El viejo adagio del sistema republicano de separaci\u00f3n de poderes dir\u00eda que el Presidente propone y el Congreso dispone. A su vez, el Poder Judicial interpreta. El Presidente propone legislaci\u00f3n y el Congreso la analiza, debate y, en su caso, aprueba (o rechaza). Sin embargo, en el sistema actual, y ante un Ejecutivo que tiene todas las canicas pol\u00edticas (incluyendo al Presidente de la Suprema Corte), \u00e9ste propone y los dem\u00e1s convienen. En el caso de las redes sociales antes se\u00f1alado o temas como la autorizaci\u00f3n de la venta de vacunas para covid-19 a los estados y municipios, el Presidente, proactivamente, dispone seg\u00fan \u00fanicamente su voluntad, incluso contraviniendo lo se\u00f1alado por funcionarios debajo en la posici\u00f3n jer\u00e1rquica y los dem\u00e1s acatan y hacen contorsiones para cumplir.<\/p>\n

Es por eso que en esta semana, con la reuni\u00f3n plenaria de los miembros en el Congreso del partido del Presidente, se dispuso, casualmente, por el senador Ricardo Monreal y otros, que ahora las redes sociales ser\u00e1n reguladas<\/a>. \u00bfQu\u00e9 dir\u00e1 esa legislaci\u00f3n o c\u00f3mo pretenden implementarla? No importa para efectos del sistema, sino que ya lo dispuso el Presidente y ahora se cumple. En las vacunas para el covid no importa que Hugo L\u00f3pez-Gatell haya se\u00f1alado que no se permitir\u00eda a los estados y municipios adquirirlas; el Presidente, al d\u00eda siguiente, lo contradijo.<\/p>\n

El problema de este sistema es que depende exclusivamente de la voluntad de un individuo que no tiene, necesariamente, todas las herramientas t\u00e9cnicas o pol\u00edticas sobre un tema. En la evoluci\u00f3n hacia la administraci\u00f3n p\u00fablica moderna se dispuso de una divisi\u00f3n de trabajo que aliviara esa carga. No obstante, estamos regresando al sistema de un solo individuo que es creador y mueve a su propio sistema.<\/p>\n
