Applied Physics Letters is a weekly journal featuring concise, up-to-date reports on significant new findings in applied physics. Emphasizing rapid dissemination of key data and new physical insights, Applied Physics Letters offers prompt publication of new experimental and theoretical papers bearing on applications of physics phenomena to all branches of science, engineering, and modern technology.
Well, the reason why it’s not beeing published in “Good Old Europe” because we haven not found a publisher there yet. But of course the journal can be subscribed for Europe as well. If it doesn’t work for somebody pleae feel free to contact me and I will try to help.
i assume you are able to download this paper at the Social Security Research Network (ssrn.com), there going to the LSN (legal scholarship network). Hope this helps.

That sounds quite interesting, I am wondering why they are not publishing in Europe. We need some stuff like that!
