The title of the report was \u201cGermany\u2019s Hot Summer – Neo-Nazis on the Move.\u201d This is the third part.<\/p>\n

A few hours later, on Saturday morning, we arrive in the town of Wittstock. Neo-Nazis are demonstrating here under police protection. They want to honour Rudolf Hess, Adolf Hitler\u2019s deputy. They glorify Hess as a martyr.<\/p>\n

Passer-by: \u201cThey don\u2019t know anything about war. They\u2019ve never seen it. I lived through it, though. When I was a child, I saw more dead bodies than there are demonstrators here today.\u201d<\/p>\n

A hundred and fifty right-wing extremists are parading through the streets of Wittstock, propagating their Nazi fantasies.<\/p>\n

Speaker at the extremists\u2019 demonstration: \u201cWittstock is one of the areas, or it would be better to say it\u2019s the key area, where there will be a great national turning point, from which our movement will one day start to spread.\u201d<\/p>\n

(Singing:)<\/p>\n

\u201cAnd lift your hands on high,<\/p>\n

Your hearts to heaven send;<\/p>\n

And tell your brothers why:<\/p>\n

Our slav\u2019ry\u2019s at an end.\u201d<\/p>\n

We want to know what the people of Wittstock think of this parade through their town.<\/p>\n

Question: \u201cHow do you feel about this demonstration?\u201d<\/p>\n

Onlooker: \u201cNormal. No problem. It\u2019s really all right.\u201d<\/p>\n

Question: \u201cWhat do you have to say about the demonstration?\u201d<\/p>\n

(Another) Onlooker: \u201cIt\u2019s perfectly okay.\u201d<\/p>\n

Question: \u201cYou think it\u2019s okay?\u201d<\/p>\n

For two hours, the right-wing extremists hold sway in Wittstock, undisturbed. Even the town\u2019s central square is in the hands of the \u201cnational Socialists.\u201d (The \u201cNational Socialist German Workers\u2019 Party\u201d was the formal name of the Nazi Party.) Tourists from out of town cannot believe their own eyes.<\/p>\n

Woman Tourist: \u201cThis demonstration is frightening. I\u2019ve never seen anything like this. I\u2019m not from around here. All I felt was fear when these people started arriving.\u201d<\/p>\n

10 p.m. MEGA is on patrol. They check out the places were the right-wing extremists meet. The extremists should know that the police have their eye on them.<\/p>\n

This garage area is a regular meeting place for the extremists.<\/p>\n

The right-wing radicals are yelling from one of the garages. They want to provoke the police. Sven Schaefer and the MEGA unit move in.<\/p>\n

Sven Schaefer of MEGA: \u201cWe\u2019d very much like your identity cards, for disturbing the peace.\u201d<\/p>\n

The extremists refuse to show their I.D.\u2019s. (This is in itself a punishable offense. Every resident of Germany, whether a citizen or a foreign national, is required by law to carry a means of identification and to show it to the authorities upon request.)<\/p>\n

Sven Schaefer: \u201cI\u2019m waiting for your identity cards.\u201d<\/p>\n

Extremists: \u201cWhat for?\u201d<\/p>\n

Sven Schaefer of MEGA: \u201cI\u2019ve just told you, for disturbing the peace.\u201d<\/p>\n

The situation threatens to escalate.<\/p>\n

MEGA calls for reinforcements.<\/p>\n

Sven Schaefer of MEGA: \u201cIn the end it comes down to who\u2019s the strongest here, who can hold out the longest. I think we can.\u201d<\/p>\n

On instructions from MEGA we have to leave. Only around 2 a.m. are the police able to assert their authority. They order the extremists off the premises.<\/p>\n

The problem of right-wing force and violence, however, is something that MEGA cannot solve. They cannot intervene everywhere.<\/p>\n

Sven Schaefer of MEGA: \u201cWe use every legal power we possess to keep them under constant pressure, and no more than that. We don\u2019t want any other (worse) situation than the one we now have.\u201d<\/p>\n

Paul: \u201cThat\u2019s something I never expected. I mean, that people would react to me like that. In my country, people are always happy when they see a white person. I can\u2019t understand it. They hate to see black people here. I don\u2019t know what I should do.\u201d<\/p>\n

We\u2019re coming into the center of Schwedt, to the district court. The two thugs that beat up Paul are on trial today.<\/p>\n

Lars G. and Enrico R. Both of them have previous convictions for causing bodily harm and were on probation. One of them had already beaten up a foreigner.<\/p>\n

After three hours, the court hands down the verdict and the sentences: a year in prison for Lars G., sixteen months in prison for Enrico R. The two show no signs of remorse.<\/p>\n

Friday evening. Our journey takes us to Rathenow, where we meet Sven Schaefer and his colleagues, members of a police unit known by the German acronym MEGA. The unit is supposed to try to curb right-wing violence. It\u2019s just after 8 p.m., and there\u2019s been a bomb threat at the shelter for asylum seekers. The shelter\u2019s been evacuated, and the residents are apprehensive.<\/p>\n

Sven Schaefer and his team have known for the last half hour where the bomb threat was phoned in from. The suspected bomber used a mobile phone, and the police quickly obtained his home address.<\/p>\n

Sven Schaefer of MEGA (speaking to the suspect at his home): \u201cEither you go voluntarily and get the mobile phone, or we go and get it ourselves. You decide.\u201d<\/p>\n

Freitag Abend. Unsere Reise geht weiter nach Rathenow. Wir treffen Sven Sch\u00e4fer und seine Kollegen von der MEGA, einer mobilen Polizeieinheit. Sie soll rechte Gewalt verhindern. Kurz nach 20 Uhr: im Asylbewerberheim geht eine Bombendrohung ein. Das Heim wird evakuiert – die Menschen sind verunsichert.<\/p>\n

Mediterranean vacation bliss. Almost. We\u2019ll take you along a route that no tourist brochure would describe, that no newspaper article would suggest.<\/p>\n

The \u201cKontraste\u201d team will show you why. A report about an average weekend in Brandenburg.<\/p>\n

Last week. \u201cKontraste\u201d in Brandenburg. A summer journey of a special kind. A pastoral scene of lakes meant for swimming, people enjoying the lovely weather. In the town of Schwedt we meet Paul, an African from Sierra Leone. He never goes swimming. Paul\u2019s afraid to appear in public. Even in the middle of town he\u2019s not safe. Not at night especially.<\/p>\n

Paul:<\/p>\n

\u201cI don\u2019t dare go outside after eight o\u2019clock in the evening. I always stay in the apartment. As soon as it gets dark, I stay home. Outside are a lot of people who swear at me when they see me. They shout \u2018asshole.\u2019 I don\u2019t even know them at all, and they call me a \u2018black swine\u2019.\u201d<\/p>\n

Commentary:<\/p>\n

\u201cIt doesn\u2019t stay at the level of public insults, though. Paul told us that here on this playground two right-wingers attacked him three months ago. They beat him up and set their dog on him. Paul is shocked at the hostility toward foreigners in Brandenburg.\u201d<\/p>\n

A friend started reading a short report that he\u2019d found in the Sueddeutsche Zeitung at the beginning of August:<\/p>\n

\u201cThe title of this article is \u2018Political Critique – Influence on Public Prosecutors,\u2019 and I think it\u2019s relevant to everything that we\u2019ve said about the Joseph affair. In this case, as a lot of similar cases in Germany, where the interests of different politicians come into play, the public prosecutor – or district attorney, as the Americans call him – was not free to make his own decision on how to act. The public prosecutor had to do what the politicians in Saxony wanted, in order to disguise the fact that that there were so many neo-Nazis there and they were so powerful that they could kill a child in full view of the public, and no one would lift a finger to stop them.<\/p>\n

\u201cThe article is a report from Frankfurt\/Karlsruhe by the Associated Press and the Deutsche Presse-Agentur, and the sentences are so significant, that I\u2019m going to read each one slowly and separately. The report begins:<\/p>\n

\u201c\u2019The Deutsche Richterbund (Association of German Judges) wants to curb the influence of politics on public prosecutors.<\/p>\n

\u201c\u2019The association has drafted legislation for that purpose, declared a speaker at the weekend.<\/p>\n

\u201c\u2019The new regulations would prevent the various state justice ministries and their department heads from choking off investigations that they feel are not appropriate on political grounds or for other reasons.<\/p>\n

\u201c\u2019The justice ministries would no longer have the right to issue binding instructions to public prosecutors.<\/p>\n

\u201c\u2019General orders by the justice ministers to their public prosecutors, however, would still be permitted, according to the judges\u2019 association.<\/p>\n

\u201c\u2019The status of \u2018political civil servants,\u2019 which the Chief Federal Prosecutor and the chief public prosecutors in Brandenburg, Mecklenburg-West Pomerania, Schleswig-Holstein, and Thuringia now have, would be eliminated.<\/p>\n

\u201c\u2019Political civil servants could at any time be dismissed or transferred without the need for the government to give any reason for such action.<\/p>\n

\u201c\u2019Even the Justice Minister of Baden-Wuertemberg, Corinna Werwigk-Hertneck (member of the FDP) stated that having a political civil servant was an outdated idea that endangered the independence of the public prosecutor.\u2019\u201d<\/p>\n

My friend looked at us. \u201cCan you understand now,\u201d he said, \u201cwhy I\u2019ve said so often that Germany is only a sham democracy? In a real democracy an association of judges wouldn\u2019t have to issue such a statement. And if such a law had been in effect when Joseph was killed, the suspects would not have escaped a trial.\u201d<\/p>\n

\u201eDer Titel dieses Artikel lautet, \u201aKritik an Politik \u2013 Einfluss auf Staatsanw\u00e4lte\u2019, und ich glaube, er ist relevant f\u00fcr alles, was wir \u00fcber den Fall Joseph gesagt haben. Auch die baden-w\u00fcrttembergische Justizministerin Corinna Werwigk-Hertneck (FDP) erkl\u00e4rte: \u201aDas ist ein \u00fcberholtes Konstrukt, das die Unabh\u00e4ngigkeit der Staatsanwaltschaften gef\u00e4hrdet\u2019.\u201c<\/p>\n

Er schaute uns alle an. \u201eK\u00f6nnt ihr jetzt verstehen\u201c, sagte er, \u201ewarum ich so oft gesagt habe, dass Deutschland nur eine Scheindemokratie ist? \u2018I was afraid that they\u2019d find out about it somehow. There are other people there who stand by these people. Of course I trust the police, but the other people can find out about it. Actually, I\u2019m not afraid.’\u201d<\/p>\n

\u201cI think,\u201d said my friend, \u201cthat he means that he\u2019s not afraid of the police. He doesn\u2019t mean that suddenly he has no fear of the \u2018other people\u2019 or of Hauke and Richter.\u201d<\/p>\n

\u201aEs ist richtig wie ich auf Blatt 296 ausgesagt habe: \u201eJoseph hielt sich am Wasserhahn oder Gel\u00e4nder fest, ich denke, es war ein Gel\u00e4nder. Sandro Richter und Maik Hauke l\u00f6sten ihm einzeln die Finger vom Wasserhahn oder Gel\u00e4nder mit Gewalt. Joseph weinte. Joseph konnte sich nicht mehr wehren. Der Maik Hauke hat ihn direkt unter den Arm genommen, der Sandro Richter an den Beinen. Maik Hauke hielt Joseph auf dem Weg zum tiefen Becken den Mund zu. Ich bin mir ganz sicher. Sie haben ein Badetuch \u00fcber ihn geworfen\u201c. Den hatten sie mit dem Handtuch bis an den Beckenrand getragen und die beiden M\u00e4nner warfen ihn dann in das Becken.’<\/p>\n

Auf Frage, ob sie ihn vorher noch hingelegt haben:<\/p>\n

\u201aJa, sie haben ihn hingelegt, das ist richtig. Der Joseph strampelte noch mit den F\u00fc\u00dfen\u2019.<\/p>\n

Auf Frage, ob noch irgendjemand gerufen hat:<\/p>\n

\u201aNein. Dann haben sie ihn in das Wasser reingeschmissen, in das tiefe Becken und jemand ist noch hinterher gesprungen. Einer ist hinterher gesprungen\u2019.<\/p>\n

Auf Vorhalt einer oder zwei sind hinterher gesprungen:<\/p>\n

\u201aIch wei\u00df es nicht mehr ganz genau\u2019.<\/p>\n

Auf Vorhalt Blatt 296 der Akte:<\/p>\n

\u201aSo wie ich gesehen habe, sind zwei hinterher gesprungen. Dann hat irgendjemand den Rettungswagen und die Polizei gerufen. Der Joseph war dann tot. Wo sie den Joseph rausgenommen haben, wurden Wiederbelebungsversuche gemacht. Maik Hauke und Sandro Richter haben den Joseph, nachdem sie ihn in das tiefe Wasserbecken geworfen hatten und sie auf ihn drauf gesprungen waren, haben sie ihn nochmals mit den F\u00e4usten bearbeitet.
