The report documents the continuing decline in violence, but it also includes the results of a January Iraq-wide opinion poll,  indicating a divergence of perception among Iraqis. Most Iraqis believe that while their own neighborhoods are relatively calm, safe, and secure, they feel that the rest of the country is not.
