He told <a href=\"http:\/\/arstechnica.com\/news.ars\/post\/20080904-emusic-uk-p2p-warning-letter-pact-smells-very-funny-to-us.html\">Ars<\/a> and the <a href=\"http:\/\/www.ft.com\/cms\/s\/0\/b46f739e-794e-11dd-9d0c-000077b07658.html?nclick_check=1\">Financial Times<\/a> that ISP-based licensing creates a strong incentive for anticompetitive practices.  Should ISPs begin to function as distributors of content, Pakman says, they would have an &#8220;economic interest to favor their own services.&#8221;<\/p>\n<p>It&#8217;s a point well taken.
