{"id":197,"date":"2005-09-05T19:42:54","date_gmt":"2005-09-05T23:42:54","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/longestnow\/2005\/09\/05\/on-contingencies-ray-in-austin\/"},"modified":"2005-09-05T19:42:54","modified_gmt":"2005-09-05T23:42:54","slug":"on-contingencies-ray-in-austin","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/longestnow\/2005\/09\/05\/on-contingencies-ray-in-austin\/","title":{"rendered":"On contingencies; Ray in Austin"},"content":{"rendered":"<p><a name='a1042'><\/a><\/p>\n<p><a href=\"http:\/\/www.moronosphere.com\/rayinaustin\/archives\/bodybag_time.php\">Ray in Austin<\/a><br \/>\nis my favorite blogger at the moment.&nbsp; He&#8217;s writing solely about NO; his anger is tangible and practical.&nbsp; He<br \/>\nprovides a recap of Walter Maestri&#8217;s work in predicting hurricane<br \/>\ndamage and evangelizing for preparedness, apparently in vain.&nbsp; An <a href=\"http:\/\/americanradioworks.publicradio.org\/features\/wetlands\/hurricane_print.html\">NPR story from last year<\/a> describes how explicitly this very storm had been played out in the minds of people preparing for it. <\/p>\n<p>Meanwhile, skilled volunteers are <a href=\"http:\/\/www.moronosphere.com\/rayinaustin\/archives\/frustration.php\">actively not being called<\/a><span style=\"font-weight: bold;\"> in<\/span>.&nbsp;<br \/>\nChains of command are still worrying about looking good to others,<br \/>\nwhile the &#8220;related deaths&#8221; toll is steadily soaring.&nbsp; I&#8217;ve seen<br \/>\nthis kind of careful negligence before, and cringe to observe it when<br \/>\nso much is at stake.&nbsp; 10,000 deaths doesn&#8217;t sound unlikely to me any more.&nbsp; According to<br \/>\nsome sources (the NYT?), we&#8217;re up to 250k refugees in Texas, far more<br \/>\nthan the 100k I predicted last week.<\/p>\n<p>Meanwhile, the Army relief forces <a href=\"http:\/\/www.armytimes.com\/story.php?f=1-292925-1077495.php\">seem to have dived<\/a> into NO from a standpoint of total war:<\/p>\n<div style=\"margin-left: 40px;\"><font size=\"2\"><font size=\"1\">Combat operations are underway on the streets &#x201C;to take<br \/>\nthis city back&#x201D; in the aftermath of Hurricane Katrina.<br \/>\n&#x201C;This place is going to look like Little Somalia,&#x201D; Brig. Gen. Gary<br \/>\nJones, commander of the Louisiana National Guard&#x2019;s Joint Task Force<br \/>\ntold Army Times Friday as hundreds of armed troops under his charge<br \/>\nprepared to launch a massive citywide security mission from a staging<br \/>\narea outside the Louisiana Superdome. &#x201C;We&#x2019;re going to go out and take<br \/>\nthis city back.
