The court issused these orders after Darshan Singh, Palwinder<br \/>\nSingh&#8217;s father, filed a petition to establish an independent probe into<br \/>\nthe case. Darshan Singh says that the Punjab police picked up Palwinder<br \/>\nSingh from his home on March 27, 1993, and kept him in illegal<br \/>\ndetention till April 3. The police later claimed that they arrested<br \/>\nPalwinder Singh on April 3 and that he escaped from custody that<br \/>\nday.&nbsp; The police frequently fabricated such stories to hide<br \/>\ncustodial deaths or extrajudicial killings.<br \/>\n <\/font><\/p>\n<blockquote>\n<p><font face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\" size=\"2\"><em>Mr<br \/>\nDarshan Singh had stated that a letter in this regard was written by<br \/>\nKapurthala&#x2019;s then Senior Superintendent of Police to the Deputy<br \/>\nCommissioner concerned.
