{"id":54,"date":"2005-07-01T20:24:25","date_gmt":"2005-07-02T00:24:25","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/jaskaran\/2005\/07\/01\/custodial-death-in-punjab\/"},"modified":"2005-07-01T20:24:25","modified_gmt":"2005-07-02T00:24:25","slug":"custodial-death-in-punjab","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/jaskaran\/2005\/07\/01\/custodial-death-in-punjab\/","title":{"rendered":"Custodial Death in Punjab"},"content":{"rendered":"<p><a name='a434'><\/a><\/p>\n<p><font size=\"2\"><span style=\"font-family: arial;\">In late June, Gurinder Singh Bhullar <a href=\"http:\/\/www.tribuneindia.com\/2005\/20050627\/punjab1.htm#3\">died<\/a><br \/>\nin judicial custody, 43 days after his arrest.&nbsp; His daughter Rupa<br \/>\nstates that he died from torture and police failure to provide him with<br \/>\nhis medications, despite his suffering from diabetes and high blood<br \/>\npressure:<\/p>\n<p><\/span><\/font><\/p>\n<div style=\"margin-left: 40px;\"><font size=\"2\"><span style=\"font-family: arial;\">Though<br \/>\nhe was suffering from high blood pressure and diabetes, he was<br \/>\nallegedly tortured and shuttled between Chandigarh and Nawanshahr as<br \/>\nthe Punjab police and the NCB [Narcotics Control Bureau] were in<br \/>\nconflict with each other over his custody. If at all there were any<br \/>\ncharges against him, the job of the authorities was to prove it in a<br \/>\ncourt rather than make him die a slow death by medical neglect, mental<br \/>\ntorture and humiliation&#8221;, she says. <\/span><\/font><br \/>\n<font size=\"2\"><span style=\"font-family: arial;\"><\/span><\/font><br \/>\n<font size=\"2\"><span style=\"font-family: arial;\">She alleges that right from his first court appearance they tried to deny her father legal representation&#8230;.<\/span><\/font><br \/>\n<font size=\"2\"><span style=\"font-family: arial;\"><\/span><\/font><br \/>\n<font size=\"2\"><span style=\"font-family: arial;\">On<br \/>\nMay 30, when he was produced again in the Balachaur court, the<br \/>\nmagistrate looked at his condition, realised its seriousness and<br \/>\nordered him to be hospitalised. His feet were swollen, he could barely<br \/>\nwalk. His toes were bleeding with no sign of any first aid.<\/span><\/font><br \/>\n<font size=\"2\"><span style=\"font-family: arial;\"><\/span><\/font><br \/>\n<font size=\"2\"><span style=\"font-family: arial;\">&#8220;He<br \/>\nwas not sent to the hospital immediately. Instead he was taken to<br \/>\nLudhiana jail, sent to the Ludhiana Civil Hospital the next day from<br \/>\nwhere he was referred to the PGI. All this time his condition<br \/>\ndeteriorated, but the family was not informed about it. He was admitted<br \/>\nto the PGI where he died a few hours later .The cause of his death<br \/>\nconveyed to us was heart attack.
