{"id":30,"date":"2005-04-12T05:07:00","date_gmt":"2005-04-12T09:07:00","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/jaskaran\/2005\/04\/12\/high-court-updates\/"},"modified":"2005-04-12T05:07:00","modified_gmt":"2005-04-12T09:07:00","slug":"high-court-updates","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/jaskaran\/2005\/04\/12\/high-court-updates\/","title":{"rendered":"High Court updates"},"content":{"rendered":"<p><a name='a395'><\/a><\/p>\n<p><P><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\" size=\"2\">On March 28, the Punjab and Haryana High Court ordered the Punjab government to submit its records regarding SS Virk&#8217;s <A href=\"http:\/\/www.tribuneindia.com\/2005\/20050329\/punjab1.htm#19\">charge sheet<\/A>.<BR><BR>SS Virk was appointed Punjab&#8217;s Director-General of Police in February 2005 amid controversy over his role in cases of torture and extrajudicial executions. In addition, the Union Government issued a charge sheet against him in 2004 for refusing to leave Punjab when his term of deputation ended.<BR><BR>Simranjit Singh Mann, President of the Akali Dal (Amritsar), has opposed Virk&#8217;s appointment because of his past unlawful acts. In February, Mann petitioned the High Court to challenge the appointment on the grounds that an officer with a charge sheet against him cannot be appointed Director-General of Police.<\/FONT><\/P><br \/>\n<P><FONT face=\"Verdana\" size=\"2\">In other Punjab news, the High Court confirmed the bail granted to Tarna Dal chief Ajit Singh&nbsp;Poohla in a murder case. The case against him was registered in 2004 concerning an incident in 2001. <\/FONT><\/P><br \/>\n<BLOCKQUOTE><br \/>\n<P><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\" size=\"2\"><EM>In his petition, Phoola alleged that he was being framed because of his &#x201C;proximity with Punjab senior police officer Sumedh Singh Saini&#x201D;, who is &#x201C;not on good terms with another police officer.&#x201D;<\/EM><\/FONT><\/P><br \/>\n<P><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\" size=\"2\"><EM>He has been framed in two other murder cases because of the same reason, his counsel alleged.<\/EM><\/FONT><\/P><\/BLOCKQUOTE><br \/>\n<P dir=\"ltr\"><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\"><FONT size=\"2\">Poohla has been involved in several <\/FONT><A href=\"http:\/\/blogs.law.harvard.edu\/jaskaran\/2003\/12\/22\"><FONT size=\"2\">disappearances<\/FONT><\/A><FONT size=\"2\">, and kin of survivors of the disappeared have maintained that he aided the police in the disappearances or extrajudicial executions of at least <\/FONT><A href=\"http:\/\/blogs.law.harvard.edu\/jaskaran\/2004\/08\/05\"><FONT size=\"2\">seven<\/FONT><\/A><FONT size=\"2\"> people. <A href=\"http:\/\/blogs.law.harvard.edu\/jaskaran\/2004\/02\/09#a116\">The <\/A><FONT face=\"Arial\"><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\"><A href=\"http:\/\/blogs.law.harvard.edu\/jaskaran\/2004\/02\/09#a116\">Poohla Nihang Eviction Panel<\/A><\/FONT><FONT size=\"2\"> has called for information to help prosecute Poohla. <\/FONT><\/FONT><\/FONT><\/P><\/font><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On March 28, the Punjab and Haryana High Court ordered the Punjab government to submit its records regarding SS Virk&#8217;s charge sheet.SS Virk was appointed Punjab&#8217;s Director-General of Police in February 2005 amid controversy over his role in cases of torture and extrajudicial executions.
