Jain and A.K. Sikri <A href=\"http:\/\/blogs.law.harvard.edu\/jaskaran\/Kumar-2004-04-06\">asked<\/A><\/FONT><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\" size=\"2\"> the Central Bureau of Investigation (CBI) to explain why it had delayed filing an appeal against Sajjan Kumar (a possible candidate for the Congress Party in the upcoming elections), in a case stemming from the November 1984 pogroms targeting Sikhs:<\/FONT><\/P><br \/>\n<BLOCKQUOTE><br \/>\n<P><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\" size=\"2\"><EM>Delhi High Court judges D.K. Jain and A.K. Sikri gave the CBI two weeks to explain its &#8220;casualness&#8221; and &#8220;negligence&#8221; in seeking the government&#8217;s permission for filing an appeal within 90 days of the acquittal verdict.<\/EM><\/FONT><\/P><br \/>\n<P><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\" size=\"2\"><EM>Former Congress legislator Jaikishan and eight others were also charged in the case.
