Pandey, as Additional Director of CBI:<\/FONT><\/P><br \/>\n<BLOCKQUOTE><br \/>\n<P><FONT face=\"Verdana,Geneva,Arial,Helvetica,Sans-Serif\" size=\"2\"><EM>The petitioner alleged that Mr. Pandey, who was the Commissioner, was morally responsible for the carnage that took place in 2002 during the post-Godhra riots.
