On March 21, 2004, civil libertarian Justice V.M. Tarkunde passed away<\/A><\/FONT>.  Justice Tarkunde was the founder of the leading organization People’s Union for Civil Liberties<\/A> (PUCL).  According to Outlook India, among other issues, Justice Tarkunde worked to fight the pogroms of the Sikhs in November 1984:<\/FONT><\/P>

When the anti-Sikh riots shook the country after Mrs Gandhi’s assassination, he led a team of lawyers to the very heart of places where the carnage was taking place, in an attempt to stop the carnage. He refused to be cowed down even when he was threatened with arrest and his book exposing the human rights abuses in Punjab had been banned.<\/EM><\/FONT><\/P><\/BLOCKQUOTE>

Justice Tarkunde was the president of Citizens for Democracy, which published Report to the Nation: Oppression in Punjab<\/A><\/FONT>.  He was charged with sedition when Citizens for Democracy released this report in 1985.<\/FONT><\/P>
