Today’s Tribune<\/FONT>, published in Chandigarh, India, has a news story titled “10 cops summoned in ‘fake encounter’ case<\/A>.”<\/FONT><\/P>

The Chief Judicial Magistrate (CJM) has summoned 10 policemen for allegedly killing a youth of Budha Bhora village of Ropar 10 years ago….In the evening when Paramjit Singh [victim] entered Mohinder Kaur’s house, a team of policemen comprising the then SHO, Chamkaur Sahib, Mr Harpal Singh, ASI Santokh Singh, ASI Gurnam Singh, constables Batnam Singh, Iqbal Mohamad, Mohinder Singh, Sikandar Lal, Parmail Singh, Rajinder Prashad and Jaswinder Singh, shot him dead.<\/FONT><\/P>

The police later declared that Paramjit Singh was killed in a crossfire between terrorists and the police. The killing of Paramjit Singh was witnessed by Gurcharan Singh, son of Santa Singh, the then sarpanch of the Maujlipur village.<\/FONT><\/P><\/BLOCKQUOTE>
\n

During the Punjab police’s counter-insurgency reign from 1984 to 1994, they had several methods of constructing encounters and thwarting the judicial process.  Read about Harjit Singh’s case<\/A> where the police kept him alive after declaring him to be dead in a faked encounter.  Amnesty International also took up this case and published several reports, including “India: State continues to obstruct justice in Punjab<\/A>.”<\/FONT><\/P>
