{"id":1064,"date":"2013-09-23T16:13:48","date_gmt":"2013-09-23T20:13:48","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/internetmonitor\/?p=1064"},"modified":"2013-09-23T16:13:48","modified_gmt":"2013-09-23T20:13:48","slug":"imweekly-september-23-2013","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/internetmonitor\/2013\/09\/23\/imweekly-september-23-2013\/","title":{"rendered":"#IMWeekly: September 23, 2013"},"content":{"rendered":"<p><strong>Bangladesh<\/strong><br \/>\nLate last month, Bangladesh&#8217;s Ministry of Law approved <a href=\"http:\/\/advocacy.globalvoicesonline.org\/2013\/09\/18\/bangladeshs-ict-act-stoops-to-new-lows\/\">several amendments to the country&#8217;s ICT Act<\/a> that, among other changes, make posting &#8220;fake and obscene&#8221; material online illegal. Human rights activists, worried that the amendments will lead to an increase in politically motivated arrests of bloggers and others (earlier this year, the government established a <a href=\"http:\/\/advocacy.globalvoicesonline.org\/2013\/04\/01\/bangladesh-authorities-go-after-anti-muslim-bloggers\/\">special committee<\/a> to identify Internet users deemed to be &#8220;anti-Muslim&#8221;), are <a href=\"http:\/\/www.thedailystar.net\/beta2\/news\/ict-law-under-fire\/\">urging Parliament<\/a> not to approve new version of the Act.<\/p>\n<p><strong>Brazil<\/strong><br \/>\nBrazil is <a href=\"http:\/\/www.bbc.co.uk\/news\/technology-24145662\">considering requiring Internet companies<\/a> to host data collected locally on servers located in Brazil.  The proposed amendment to the country&#8217;s draft <a href=\"http:\/\/en.wikipedia.org\/wiki\/Marco_Civil_da_Internet\">Marco Civil<\/a> bill is widely seen as part of a backlash against PRISM and other US surveillance programs.  The amendment is <a href=\"http:\/\/www.bloomberg.com\/news\/2013-09-17\/facebook-google-face-brazil-storage-mandate-on-snowden-leak-1-.html\">intended to protect the privacy<\/a> of Brazilian Internet users, but some experts are worried that, because Brazil currently lacks specific data protection laws, a new local data storage policy may actually <a href=\"http:\/\/stream.wsj.com\/story\/latest-headlines\/SS-2-63399\/SS-2-330272\/\">put privacy at risk<\/a>.<\/p>\n<p><strong>India<\/strong><br \/>\nThe Chief Minister of Uttar Pradesh, a state in northern India, is <a href=\"http:\/\/indiatoday.intoday.in\/story\/akhilesh-yadav-blames-social-media-for-muzaffarnagar-riots-demands-censorship\/1\/311199.html\">blaming social media<\/a> for instigating <a href=\"http:\/\/www.bbc.co.uk\/news\/world-asia-india-24141678\">religious riots<\/a> in the town of Muzaffarnagar earlier this month.  The riots, in which at least 50 were killed and tens of thousands displaced from their homes, were sparked by the <a href=\"http:\/\/www.indiatvnews.com\/news\/india\/timeline-of-muzaffarnagar-riots-eve-teasing-incident-led-to-mur-27571.html\">murder<\/a> of three young men involved in a dispute about the harassment of a young woman.  They escalated quickly, allegedly inflamed by <a href=\"http:\/\/www.ft.com\/intl\/cms\/s\/0\/41330ca2-210e-11e3-8aff-00144feab7de.html#axzz2fkRpEqev\">local politicians<\/a> intent on manipulating religious tensions for their own gain.  Last week, Uttar Pradesh Chief Minister <a href=\"http:\/\/www.hindustantimes.com\/India-news\/NewDelhi\/Use-of-social-media-to-spread-communal-strife-must-be-checked-Akhilesh\/Article1-1126049.aspx\">stated at a press conference<\/a> that social media was used to spread misinformation and hate speech and called for censorship to prevent further bloodshed.<\/p>\n<p><em>#imweekly is a regular round-up of news about Internet content controls and activity around the world.
