{"id":1017,"date":"2013-09-03T11:27:45","date_gmt":"2013-09-03T15:27:45","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/internetmonitor\/?p=1017"},"modified":"2013-09-09T15:15:27","modified_gmt":"2013-09-09T19:15:27","slug":"imweekly-september-3-2013","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/internetmonitor\/2013\/09\/03\/imweekly-september-3-2013\/","title":{"rendered":"#IMweekly: September 3, 2013"},"content":{"rendered":"<p><strong>Azerbaijan<\/strong><br \/>\nThe Ministry of Communications and Information Technology of <a href=\"http:\/\/en.wikipedia.org\/wiki\/Nakhchivan_Autonomous_Republic\">Nakhchivan<\/a>, an Autonomous Republic of Azerbaijan, has ordered Internet cafes throughout the area to <a href=\"http:\/\/www.ifex.org\/azerbaijan\/2013\/08\/30\/internet_cafe\/\">shut down<\/a>.  Human rights activists speculate that the order may be part of an attempt to curb online dissent in advance of Azerbaijan&#8217;s October 9 presidential elections.  Bloggers and journalists throughout the country who are critical of the government have faced <a href=\"http:\/\/www.aljazeera.com\/indepth\/opinion\/2013\/08\/2013826114929165535.html\">arrests, hacking, and blackmail attempts<\/a> over the past year as part of a broad crackdown on online freedom of expression.<\/p>\n<p><strong>Gambia<\/strong><br \/>\n<a href=\"http:\/\/blogs.law.harvard.edu\/internetmonitor\/2013\/07\/23\/imweekly-july-22-2013\/\">Recently passed legislation<\/a> in Gambia amending the Information and Communication Act to include a prohibition against the <a href=\"http:\/\/www.ifex.org\/the_gambia\/2013\/07\/05\/online_threat\/\">spread of false news<\/a> and the <a href=\"http:\/\/allafrica.com\/stories\/201308160680.html'>criticism and\/or caricature of government officials<\/a> appears to be targeted at online activists.  Those found guilty under the law face <a href=\"http:\/\/www.freemedia.at\/home\/singleview\/article\/amendments-to-gambias-communication-law-threaten-press-freedom.html\">jail terms<\/a> of up to 15 years.  Speaking about the new legislation, Gambia&#8217;s head of Civil Service and Minister of Presidential Affairs <a href=\"http:\/\/www.ifex.org\/the_gambia\/2013\/08\/19\/gambia_alert_government\/\">warned<\/a>, &#8220;If you cannot say anything good about the country, then you should keep quiet.&#8221;<\/p>\n<p><strong>Syria<\/strong><br \/>\nAs the conflict in Syria continues, the country&#8217;s Internet connectivity is experiencing a number of changes.  Internet access in Aleppo, the country&#8217;s largest city, <a href=\"http:\/\/www.washingtonpost.com\/blogs\/the-switch\/wp\/2013\/08\/30\/syrias-largest-city-just-dropped-off-the-internet\/\">went completely dark<\/a> on August 29.  Renesys <a href=\"http:\/\/www.renesys.com\/2013\/08\/whats-next-for-syrias-internet\/\">explored the country&#8217;s international service providers<\/a> and noted that Aleppo appears to be served almost exclusively by Turk Telecom via a land-based cable link, while the rest of the country is served by a small handful of other providers via three undersea cables.  <\/p>\n<p><strong>United States<\/strong><br \/>\nLast week we <a href=\"http:\/\/blogs.law.harvard.edu\/internetmonitor\/2013\/08\/26\/imweekly-august-26-2013\/\">reported<\/a> on Internet.org, Facebook founder Mark Zuckerberg&#8217;s new venture to bring Internet access to the global masses.  As it turns out, the previous owner of the Internet.org domain <a href=\"http:\/\/venturebeat.com\/2013\/08\/21\/internet-orgs-former-owner-didnt-know-he-sold-to-zuckerberg-but-is-cool-with-the-changes\/\">had no idea<\/a> to whom he was selling it.<\/p>\n<p><em>#imweekly is a regular round-up of news about Internet content controls and activity around the world.
