The solution, he said, is independent<br \/>\nevaluation. <\/p>\n<p>&#8220;We need independent evaluation of foreign aid. It&#x2019;s amazing<br \/>\nthat we&#x2019;ve gone a half century without this,&#8221; he said. Truly<br \/>\nindependent evaluation of aid would &#8220;give feedback to see which<br \/>\ninterventions are working and give incentives to aid staff to find<br \/>\nthings that work,&#x201D; he said. As a result, aid agencies would &#x201C;start<br \/>\nspecializing much more in individual, monitorable tasks for which they<br \/>\ncan be held accountable.&#x201D; <\/p>\n<p>&#8230; Easterly contrasted two approaches. First, an ineffective<br \/>\nplanners&#8217; approach that he said lacks the knowledge and motivation to<br \/>\nachieve overambitious, arbitrary targets.
