German version below.)<\/p>\n<p>22 AUGUST 2006, TUESDAY, DUSSELDORF, GERMANY<\/p>\n<p>Revenge of the German Bureaucrats (Naturally Not at the Technical University of Munich) \u2013 6<\/p>\n<p><strong>\u201cAt the German national Conference of University Rectors (HRK) there is some sympathy for the initiative that twenty-nine universities have put forward. Margret Wintermantel, who is both HRK President and head of the University of the Saarland, says, \u2018It would be a good thing if we could offer something more to very hard-working students.\u2019 Her university is one of the signers of the initiative, but even she admits, \u2018There is a clear area of tension here, because it is of course an advantage if comparable degrees can be earned with comparable effort.\u2019 Juergen Kohler, head of the German accrediting council poses the question in starker terms: \u2018If one bachelor\u2019s degree is worth 180 credits and another 200 credits, then the result is an unstructured interface with some other master\u2019s degree program.\u2019 He says it would be practically impossible for the holder of a bachelor\u2019s degree from one university to register for a master\u2019s program at another institution. A given course of studies for a master\u2019s then \u2018would be appropriate only for a university\u2019s own students. Doch sie r\u00e4umt auch ein: \u00bbDa ist ganz klar ein Spannungsfeld. Denn es ist nat\u00fcrlich von Vorteil, wenn vergleichbare Abschl\u00fcsse mit einem vergleichbaren Aufwand erworben werden.\u00ab Drastischer formuliert es Kohler: \u00bbIst der eine Bachelor 180 Credits wert und der andere 200, entstehen unstrukturierte Schnittstellen zum Master.\u00ab Die Einschreibung ins Masterprogramm f\u00fcr Bachelorabsolventen anderer Hochschulen sei so praktisch unm\u00f6glich, der Studiengang \u00bbsozusagen nur f\u00fcr die eigenen Studierenden gemacht.
