Such a working arrangement was long overdue, though, where the quality of teaching is concerned. However, teaching quality at \u201celite\u201d universities is of course not something that can be easily defined and then displayed internationally. Bluntly put: teaching does not produce patents. Thus, any enthusiasm over \u201celite\u201d status was limited by certain factors: the \u201cteaching quality pact,\u201d a sort of competition for better teaching conditions, turned into a kind of \u201cexcellence initiative\u201d for the poor. It is now only seventeen places behind China\u2019s Tsinghua University (ranked 71 in the world), only twenty-six places behind the Hong Kong University of Science and Technology (ranked 62 in the world), only thirty-nine places behind Peking University (ranked 49 in the world), only forty-eight places behind the National University of Singapore (ranked 40 in the world), only thirty-five places behind Korea\u2019s Pohang University of Science and Technology (ranked 53 in the world), and, for another comparison, only eighty-one places behind the Massachusetts Institute of Technology (ranked 7 in the world). Das w\u00e4re nun endlich auch f\u00fcr die Lehre f\u00e4llig. Doch hier geht es freilich nicht um etwas, mit dem sich auf internationalem Parkett angeben l\u00e4sst; Lehre erbringt keine Patente. So h\u00e4lt sich der Elan in Grenzen: Der &#8220;Qualit\u00e4tspakt Lehre&#8221;, ein Wettbewerb f\u00fcr bessere Studienbedingungen, ist nur eine Art Exzellenzinitiative f\u00fcr Arme.
