The Technical University of Munich* \u2013 Getting a Ph.D. in Germany \u2013 and Being at the Professor\u2019s Mercy \u2013 4<\/p>\n
Doctoral students\u2019 disadvantages at German universities begin even before they start work on the dissertation. If an applicant fulfils all of the requirements to become a doctoral candidate, that does not at all mean that that he or she can begin work on a doctorate. An applicant must also have an adviser who has formally agreed to supervise the thesis. Any professor, however, can arbitrarily decide to reject a doctoral candidate who requests such supervision \u2013 and this is an unacceptable situation. Erf\u00fcllt ein Bewerber die Zugangsvoraussetzungen einer Promotionsordnung, hei\u00dft das in der universit\u00e4ren Praxis noch lange nicht, dass er auch promovieren darf. Hierzu ben\u00f6tigt er einen Betreuer, der sich bereit erkl\u00e4rt, die Dissertation zu begleiten. Faktisch k\u00f6nnen Hochschullehrer Bewerber jedoch willk\u00fcrlich ablehnen. Diese Situation ist inakzeptabel.
