The Technical University of Munich* \u2013 German Universities: Are They Worth the Money? \u2013 5<\/p>\n
According to the study, universities in Germany were also supposed to implement the suggestions that the Education Ministry made in the new law that imposed tuition fees on students. The study finds fault with the fact that in carrying out those suggestions, German universities have failed to distinguish themselves, one from another. The hope had been that the universities would use the additional income from the new fees to improve their teaching and to start competing with one another, but this hope has not been realized.
