(NOTE: This report illustrates just how long and persistent German institutional memory can be, and who can embody it, even in cases where there may not be a direct link with a German university like the Technical University of Munich.)<\/p>\n
In the Schoenberg area, Heinze was responsible for carrying out the East German policy of shooting anyone who tried to cross the border into the West without permission.
