The latter are collecting private information on ordinary citizens who are opposed to right-wing extremism, and these citizens are then being threatened. The new strategy of the neo-Nazis is this: they make reports to the police about those whom they suspect of being opponents, and in this way they have access to files on these people. Or else many members of the neo-Nazi NPD who are elected to German state parliaments have a direct line to investigators and are illegally supplied with explosive internal information.
