Students have been able to use the Capacity Edict to prove that the \u2018norm values\u2019 for enrolment were not strictly adhered to in a given area of study, even though, from a practical point of view, such adherence is almost out of the question. The absurd result of this situation was that a regulation that was supposed to guarantee equality led to quite the opposite.
