Joerg Draeger, the Hamburg senator for economic affairs admits, \u2018There is a conflict of interests.\u2019 Lutz Stratmann, the Minister for Economic Affairs in Lower Saxony says, \u2018Of course we can\u2019t simply annul the Capacity Edict.
