Whether this formula was realistic or not was unimportant. What was significant was the temptation \u2013 in a time of low funding and large numbers of students \u2013 to manipulate the \u2018norm values\u2019 to the point where as many places as possible for students could be created. Vielmehr war die Versuchung gro\u00df, in Zeiten leerer Staatskassen und steigender Studentenzahlen so lange an den Normwerten herumzuschrauben, bis rein rechnerisch die gr\u00f6\u00dftm\u00f6gliche Anzahl an Studienpl\u00e4tzen erreicht war.
