In any case, smaller university budgets overall mean less basic expenditure for research. This in turn means that it is harder to attract outside funding. When the research that universities themselves support is diminished by expenditures for other activities, this research becomes simply \u2018normal\u2019 science. Drittmittel halten also die Normalit\u00e4t einer Hochschule, die ohne Forschung diesen Namen nicht verdienen w\u00fcrde, m\u00fchsam aufrecht.
