Then finally, after two years, the \u2018Guideline Number 3 for the Central Authority of the Commission for Examining Shipping and the Bureau of Standards for Shipping, according to paragraph 13, section 1, subsection 2 and paragraph 62, section 2, subsections 1 and 2 of the Inland Shipping Examination Order is issued. Hess is now allowed to operate his \u2018Spree Taxi\u2019 without an additional crew member.
