But aren\u2019t there everywhere signals of a take-off to new heights? The government\u2019s \u2018Excellence Initiative,\u2019 its \u2018High-Tech Strategy,\u2019 the \u2018University Compact 2020,\u2019 the \u2018Six Billion Euro Program for Research and Development,\u2019 the \u2018Colleges for Research in the Humanities\u2019 \u2013 those are the plans and promises that Germany\u2019s Federal Ministry of Education and Research has, not to mention additional plans put together by the individual states and others. The European Union is also promising research councils and billions in support. Forschungsr\u00e4te und F\u00f6rdermilliarden verspricht zudem auch noch Br\u00fcssel.
