Transcript of part of a television program broadcast recently in Germany:<\/p>\n
\u201cIn the recent election campaign for the European Parliament, Germany\u2019s leading right-wing extremist party, the NPD, ran on the slogan, \u2018Action, Not Words.\u2019 A lot of the party\u2019s members and supporters seem to be taking the phrase literally. The young man in these pictures wanted to demonstrate against a recent march by the NPD, and he received life-threatening injuries for his efforts.<\/p>\n
\u201cThe German federal police agency that is this country\u2019s equivalent of the American FBI has warned that neo-Nazis are becoming increasingly violent. Andrea Roepke and Rene Schulthoff have put together an impressive report on the subject, aimed at showing just how seriously the potential for violence on the part of the NPD should be taken.\u201d<\/p>\n

\u201cChancellor Schroeder\u2019s chances of political survival are tied not only to an (unlikely) improvement in the German economy, but also to the Chancellor\u2019s ability to convince the voters of the need for years of austerity. An impossible task? Reasonable government policy is at present flourishing despite the resistance of political parties now not in power. However, if Angela Merkel\u2019s opposition Christian Democrats were from now on to limit themselves to malicious obstruction, the increasingly heavy burden of reform would weigh down on Germany like a lead weight. Moreover, every future German government would wind up being as incapable of any soaring achievement as that prehistoric flightless bird, archaeopteryx, which has long since become extinct.\u201d<\/p>\n

Getting the Lead Out: in Germany the Problem Is Not Just the Bureaucrats and Not Just the Run-Down Universities – 12<\/p>\n
\u201cNot only will Germany\u2019s governing coalition soon face a moment of decision, the entire country will as well. The government has until May 2005, when crucial legislative elections take place in North Rhine-Westphalia, and if the Social Democrats and the Greens are voted out of power there, then everything is over. So instead of carrying on discussions about the semantics of better communicating political decisions through the media, the government needs to lay everything on the line, clearly. Working hours have to be lengthened, the huge amount of vacation time and the large number of public holidays in Germany must be reduced, tax and labor laws have to be reformed, government subsidies need to be sharply cut \u2013 an enthusiastic, self-correcting impulse must be aroused throughout the country.\u201d<\/p>\n

\u201cGermany, this discontented republic, is experiencing two realities at the same time. On the one hand, many people here believe that politicians of every party are responsible for the socio-political \u2018interior furnishings\u2019 that were put in place in the country during the years of stormy economic growth, \u2018furnishings\u2019 that have become unsuitable in the decade since that growth ended. On the other hand, it is the German people themselves \u2013 at home in these \u2018interior furnishings\u2019 \u2013 who have made themselves quite comfortable on the sofa of the welfare state. They seem to think that their ability to learn and adapt to a changing world has been proven by the fact that they now separate their refuse in different containers and have gotten used to the sight of windmills built to generate electric power. Many believe that even then they were yielding to unreasonable demands.\u201d<\/p>\n

\u201cThe current style of political campaigning in Germany, in which personalities play such an important role, leads the average voter to believe in the illusion of powerful leadership, exercised by a presidential German Chancellor. This Chancellor\u2019s most important goal is supposed to be making Germany fit for the future. However, Germany\u2019s legislative and executive branches were long ago put into the harness of the thousand and one legalisms that constitute our overly complex republic. The power to actually shape politics, a power that leaders like Konrad Adenauer or Helmut Schmidt still enjoyed, has evaporated. What remains is the politics of tiny steps, which can only lag behind the economic forces that require adapting to globalization with lightning speed. Meanwhile, as this is going on, the average voters are experiencing modernization as a threat \u2013 a threat that they blame on the politicians.\u201d<\/p>\n

\u201cGermany has become the model \u2018official approval republic\u2019 \u2013 the authoritarian state has returned, this time as a Germany of rules and regulations, sullenly tolerated by the general populace. In Germany, there are now six times as many judges per person as in England, and they guarantee the power of \u201corder\u201d in law and bureacracy. This is another reason for the increase in the number of people who either do not vote or who are constantly changing their political allegiance. No matter who is in power, the average citizen withdraws support from that person faster than ever before. Behind the winner of every election \u2013 and the current winner is Angela Merkel, leader of the opposition \u2013 the structural immobility of the politics of Germany\u2019s jungle of laws and regulations remains visible. Constraints rule our world.\u201d<\/p>\n

\u201cAt the same time, it is no secret that Germany\u2019s ongoing budgetary and economic weakness has its origins in the nineteen-eighties. The demographic transformation of the country had long been recognized, but votes were won with the slogan \u2013 which was not true \u2013 \u2018Your government pension is secure.\u2019 The backwardness of German education had also long been diagnosed, but German state governments went on building universities without being able to finance their operation. Finally, it had long been clear to more people than just liberal politicians that an economy and a society that was regimented by the state \u2013 as it has been even in the Federal Republic, not to mention the former GDR \u2013 would lead to the ossification of the economy and the thinking in all of Germany.\u201d<\/p>\n

\u201cThe loss of voter strength by the two major political parties in Germany demonstrates one thing above all: the monolith of \u2018the people\u2019 does not really exist. It has been broken up into various sectors and groupings, each of which is fixated on its own interests. However, a common feeling of anger does connect everyone \u2013 anger over the fact that (almost) everything is getting more expensive and (almost) everyone is getting poorer. That anger \u2013 regardless of its historical cause \u2013 is directed toward whichever political party happens to control the government.\u201d<\/p>\n

\u201cThe defeats suffered by the Social Democrats in the recent elections are indicative of weak point in the present government in Berlin. When it came to power, it accepted the far too high transfer to eastern Germany of 60 billion euros ($74 billion) in annual subsidies, without carefully examining the often pointless uses to which this money was put. Now the government lacks money, while tens of thousands of subsidized dwellings stand empty in eastern Germany, and its state-of-the-art infrastructure is hardly used by anyone. Fewer and fewer people are connected by the finest roads and by the most expensive telephone equipment. The drain of talent to western Germany goes on, but eastern Germany is not even mentioned in the government\u2019s plan for the future, known as Agenda 2010.\u201d<\/p>\n
