The Technical University of Munich* – German Universities Strapped for Cash? Get It from the Foreigners – 16
The hope is that money from foreign students will be useful in two ways. First, it would help pay for improvements at German universities that would benefit both German and foreign students. Second, it would permit the cost-intensive recruitment of young foreign scientists and researchers. At present, there is a somewhat paradoxical situation: not only do wealthy young people go to Australia and the USA for university studies, but also the brilliant doctoral candidates go there as well – because a red carpet is rolled out for this latter group, paid for by the billions in tuition and other fees that the universities are able to collect.

*In the area of engineering/technology and computer sciences, according to the Academic Ranking of World Universities compiled by Shanghai Jiao Tong University, the Technical University of Munich, officially recognized by the German government as an “elite university,” is ranked with twenty-two other universities at 78 or below, well beneath such institutions as the Technical University of Denmark. (http://www.arwu.org/ARWUFIELD2009ENG.jsp) According to The Times of London, in its Higher Education Supplement [THES], World University Rankings, 2009, the Technical University of Munich is ranked 55 overall among the world’s universities. That is, for example, seven places below Seoul National University.

Deren Geld jedoch, so die Hoffnung, könnte doppelt helfen: zum einen, indem es die Studienbedingungen für die in- und die ausländischen Studenten verbessert. Zum anderen, indem es die kostenintensive Anwerbung ausländischer Jungforscher ermöglicht. Im Moment kommt es nämlich zu der paradoxen Situation, dass nicht nur die Reichen nach Australien oder in die USA zum Studieren gehen, sondern auch die brillanten Doktoranden – weil für sie dort dank der Gebührenmilliarden der rote Teppich ausgerollt wird.
