(NOTE: This report illustrates just how long and persistent German institutional memory can be, and who can embody it, even in cases where there may not be a direct link with a German university like the Technical University of Munich.)
Rainer Wendt, German Police Union: “No one was forced to work for the Stasi. There are even a lot of positive examples of people who refused. But whoever did voluntarily work for them and by doing that tormented fellow citizens, that kind of person has so many character defects that it is totally wrong to promote him to a leadership position or to give him any position at all within the security services.”

Rainer Wendt, Deutsche Polizeigewerkschaft (DPolG): “Es war niemand verpflichtet, für die Staatssicherheit zu arbeiten. Es gibt viele auch positive Beispiele, wo sich Leute verweigert haben. Aber wer freiwillig dort mitgemacht hat und seine Mitbürgerinnen und Mitbürger drangsaliert hat, der hat so viele charakterliche Mängel, er ist eben in Führungsfunktion und in sicherheitsrelevanten Bereichen völlig falsch aufgehoben.”
