The Technical University of Munich* – Demographic Chaos – 7
Legislation that the German government passed in 2007 is supposed to create 91,000 additional places at German universities and at the same time prevent capacity at universities in the former East Germany from decreasing. (Note: Virtually all German universities are state universities.) Institutions in eastern Germany are supposed to accept the overflow of students who have not found places at universities in western Germany. . . . Thimo von Stuckrad of CHE Consult GmbH, a subsidiary of the Centrum für Hochschulentwicklung, has studied the demographic outlook for the eastern German state of Saxony, where the population is predicted to decline between six and nine percent by 2020. “It would be reasonable to let the universities become smaller,” says von Stuckrad.

Der 2007 verabschiedete Hochschulpakt soll 91.000 zusätzliche Studienplätze schaffen und gleichzeitig verhindern, dass die Hochschulen in den neuen Bundesländern Kapazitäten abbauen. Sie sollen, so die Idee, die Überhänge aus den alten Bundesländern auffangen. . . . Thimo von Stuckrad vom CHE Consult, einer Tochterfirma des Centrum für Hochschulentwicklung, hat die demografischen Perspektiven für Sachsen untersucht, wo die Bevölkerung bis 2020 je nach Prognose um sechs bis neun Prozent schrumpfen wird. “Es wäre ja vernünftig, wenn die Hochschulen schrumpfen”, sagt von Stuckrad.
